ADR Technique: Multiple Techniques
How the ADR System Works
The Department of Agriculture's Conflict Prevention and Resolution Center was established in 1998, and has a two-part focus. First, it spearheads efforts to ensure that supervisors and managers throughout the Department receive appropriate training and other assistance to improve their skills in conflict resolution. Second, it develops policy and programs to ensure that a full range of ADR techniques are available for resolving workplace and program conflicts. The primary ADR approach currently in use in the Department is mediation, although current efforts are looking to utilize other ADR techniques. Background/Objective
In February, 1997 a report looking at civil rights issues throughout the Department described an unsatisfactory and overloaded EEO complaint system, and cited inadequate progress in making ADR available to resolve workplace conflicts of all kinds. The report found that a coordinated Departmental ADR and conflict management effort was needed. It cited the need to address conflicts at the earliest stages, before the formal dispute resolution systems become involved. The team implementing the report recommended the creation of a centralized conflict resolution office, and that it not be attached to civil rights or human resources the offices traditionally responsible for workplace dispute resolution to ensure neutrality. The Center is part of the Office of Planning and Coordination under the Assistant Secretary for Administration.

General Plan and EIR Alternatives
The preparation of the General Plan and the Environmental Impact Report will require consideration of alternatives. Three alternatives (two of which consist of two variations) have been developed for extensive examination. Once fully defined and mapped, significant environmental effects of the alternatives shall be compared to the proposed General Plan Update. Alternative 1 - Continuation of Existing General Plan This alternative will allow for the evaluation of the development trends and patterns resulting from the policies and adopted maps in the current General Plan, Area Plans, and Local Coastal Plans. It will consider the types of development patterns and resulting impacts that would occur if the County does not change current directives. Two variations of this alternative will be examined. Alternative 1A Infrastructure Constraints Removed This alternative variation will consider what is likely to occur if current plans and policies are kept in place and if infrastructure improvements are made and all development limitations (moratoriums, policies, B-8 zoning) are removed.

Common Sense Growth
in Unincorporated Communities
Monterey County Farm Bureau has proposed an alternative concept for environmental impact review for the new General Plan. Farm Bureau rejected the "preferred Alternative Three" in county staff's General Plan package as neither feasible nor reasonable. In proposing a different alternative, Farm Bureau said the EIR must consider a range of alternatives. This new alternative for Common Sense Growth would evaluate a more reasonable picture of future needs to accommodate economic and population growth throughout the county, providing opportunities for all residents and communities to shape their future environment according to local preferences. This alternative particularly emphasizes identifying and meeting infrastructure needs. Farm Bureau's proposal is: Alternative 4: Common Sense Growth in Unincorporated Communities This alternative ("the project") will focus population growth to existing cities and communities and allow development in unincorporated areas throughout the county where population and infrastructure needs can be balanced against conservation of prime agricultural lands. The alternative will define present and future population growth. It will identify, coordinate and promote resource and infrastructure development, in cooperation with local governments and agencies, to meet future needs, with an emphasis on promoting and encouraging agriculture and on improving or maintaining infrastructure to expand agriculture related development, and with an emphasis on overcoming infrastructure constraints. It will also identify, coordinate and promote growth and infrastructure planning with incorporated cities.
