Iranian parliament Speaker Ali Akbar Nateq-Nuri has accused the Algerian government of being behind the massacres in the country. Quoted by Iranian radio, Nateq-Nuri told the Majlis on Sunday that the Algerian government was "obscenely slaughtering Muslims" with the aid of the West. "The Algerian government, assisted by direct intervention by the Westerners - who cannot tolerate the Muslims' victory - obscenely and shamelessly slaughters Muslims by embarking on inhuman acts. "An unidentified armed group attacks a village, beheads more than 400 people and martyrs a group under torture. Evidence shows that it is the government that has armed the group and set them against Muslims," he said, quoted by the radio. Nateq-Nuri also attacked the double standards of the West in its approach to human rights in Iran and Algeria. He also told the Majlis that the Algerian government placed the blame for the massacres on Islamic extremists.

The authorities in Algeria have confirmed the death of an Islamic militant accused of plotting a series of bombings in Paris in 1995. The security forces say the man, Ali Touchent and another man were killed by police in Algiers last May. A statement said the bodies were not identified at the time. Independent Algerian newspapers reported the deaths last year, but the government refused to confirm the reports. France had accused Mr Touchent of coordinating the Paris bomb attacks, in which nine people were killed and another two hundred injured. Belaid Abrika, spokesman for the indigenous north African minority people based mainly in Algeria's northeastern Kabylie region, announced that there was a disagreement over the key issue of recognising the Berber language. “Since Saturday, we have been discussing” this point on a Berber list of demands, Abrika said, “but we've not been able to reach agreement with the government on making the Tamazight language official.” Tamazight, the language of a minority making up about a fifth of Algeria's population of 31 million, has been declared a national language by parliament, in April 2002, but the Berbers want it made official on a par with Arabic.

The Algerian Department of Foreign Affairs and the President, Liamaine
Zeroual, released a statement today condemning the "invasion of UN
peacekeepers" into the violent situation in Algeria. The government
insists that the issue is one of national security and that they are
taking steps to secure what security they can. They claim that the
current regime is "not an oppressive actor," but has taken a "number of
goodwill efforts" to solve the current violent situation.
The statement made clear that the Algerian government did not see the
Islamists as interested in non-violent solutions, but that the majority of
Algerians supported the government's actions. The release mentioned that the president won the 1995 elections by 61% of the vote, and "it is clear from these numbers that the Algerian people not only want a secular government but they are also pleased with the actions" of the current regime.

Algeria, Politics, 4/20/2004 An Algerian official source said that the prime minister Ahmad O Yahya who submitted his resignation yesterday to Butaflika, was assigned to form the government. The Republic's presidency explained that O Yahya will start " immediately his consultations" to form his new government's team.
On the other hand, the spokesman for the secretary general of the national liberation front Party Ali BenFlis, Ali Maimouni said that the secretary general ( Benflis) quit his post following his failure in the Presidential elections.
Maimouni told reporters that Benflis submitted his resignation in an emergency meeting for the party's central committee. He said " The committee accepted his resignation. Algeria USA, Politics, 11/8/2002 The US under secretary of state for political affairs Marc Grossman on Wednesday in Algiers stressed, following talks he had held with the Algerian foreign minister Abdul Aziz Balkhadem that Washington supports the political and economic reforms carried out by the government of President Abdul Aziz Butaflika.
Grossman stressed the firm security cooperation between his country and Algeria "in fighting terrorism."
In a press conference he held, Grossman unveiled security coordination and cooperation between the American and Algerian intelligence in "fighting international terrorism." Meantime, the Algerian minister of culture and communications, Khaleida Toumi, who is also the official spokeswoman of the Algerian government stressed that all Algerian state establishments "accepted the policy of civil reconciliation set by President Butaflika immediately after he had assumed power in the country in April 1999."
Toumi who was also an advisor for the president, called on those who talk of differences existing between the President and the army asking them to "look at the interventions submitted by the leaders of the Algerian army in the international forum to fighting terrorism which was held two weeks ago in Algiers."

ALGIERS, JAN 23 The Algerian government and leaders of the Berber minority have agreed to overturn the results of elections held in 2002, paving the way for talks to resolve the long-running crisis in Kabylie province, a government statement said Friday. The accord, which was signed by both sides late Thursday after 13 hours of talks in the national capital, Algiers, called for "unduly elected officials" voted into office in regional, local and parliamentary elections in Kabylie in 2002 to be removed from office. In the statement, the government said the revocation took effect on January 20 and committed itself to take "the necessary measures with the concerned parties" to overturn the results of the elections "in a climate of calm and within a reasonable time scale." Talks on the broader crisis in Kabylie, considered the Berbers' homeland, were due to begin later Friday. The government statement said that the results of local, regional and parliamentary elections would be overturned in the voting districts of Tizi Ouzou, Kabylie's main city, 110 kilometers (66 miles) east of Algiers, and in Bejaia, the northeastern province's second largest city, lying another 150 kilometers east of the nation's capital. Voter turnout for the 2002 elections in Kabylie and nearby districts with large Berber populations was in single-digit percentage figures.

The escalating episodes of violence against civilians in Algeria have prompted high-level expressions of concern and also revived calls for inquiries to ascertain responsibility for these crimes against humanity, to recommend steps to prevent such atrocities, and to afford the protection of international scrutiny to the country's traumatized civilian population. U.N. Human Rights High Commissioner Mary Robinson has urged Algeria to allow the U.N. Special Rapporteurs on torture and on summary, arbitrary and extrajudicial executions to conduct missions in the country. A U.S. government spokesperson encouraged the Algerian government to allow such inquiries, as well as visits by human rights organizations. The E.U. foreign ministers are proposing to send a high-level delegation to Algeria and material aid to the survivors of the violence, and a delegation from the foreign affairs committee of the European Parliament is tentatively scheduled to visit the country in February. The reason such a step is necessary is because the Algerian government has manifestly failed to meet its responsibilities in this area. The government has not initiated any form of credible, independent and transparent inquiry mechanism on its own. This pertains not only to the massive bloodletting of the last six months, in which hundreds of women, children and men have been slaughtered in single incidents, and where the security forces have failed to intervene despite their proximity. ''Algeria deserves the support of the international community in its efforts to combat this phenomenon ... We are satisfied that Algerian society is capable of expressing political views and discussing them within the framework of legality.'' The team, which visited Algeria from Jul. 22 to Aug. 4, conceded that the Algerian government restricted its ability to conduct investigations or interview some people, including the leaders of the banned Islamic Salvation Front (FIS). ''There were some people we would have wished to meet, or places we would have wished to visit but could not, because of the position of the Algerian authorities,'' the report noted. ''We had neither the means nor the mandate to conduct investigations of our own.''
