The prevailing wind is from north to north east in the north of the country but not in the Sahara dessert. The yearly average temperature is 14 °C (in the north) and 24 °C (in the Sahara). The yearly average precipitation ranges from 400 to 700 mm (in the north) and is less than 150 mm in the Sahara. The yearly average days with rain is less than 100 days (in the north) and less than 30 days in the Sahara. Algeria thus has a semi arid climate in the north which is well suited to horticulture for the most of the year (especially in winter and spring); and has an arid climate in the Sahara. Geography

Algeria Background:
After a century of rule by France, Algeria became independent in 1962. The surprising first round success of the fundamentalist FIS (Islamic Salvation Front) party in the December 1991 balloting caused the army to intervene, crack down on the FIS, and postpone the subsequent elections. The FIS response has resulted in a continuous low-grade civil conflict with the secular state apparatus, which nonetheless has allowed elections featuring pro-government and moderate religious-based parties. FIS's armed wing, the Islamic Salvation Army, disbanded itself in January 2000 and many armed militants surrendered under an amnesty program designed to promote national reconciliation. Nevertheless, residual fighting continues. Other concerns include Berber unrest, large-scale unemployment, a shortage of housing, and the need to diversify the petroleum-based economy.

    Mascara, Algerian Political Geography

It is an administrative center, a garrison town, and a marketplace, noted for its white wine and for its trade in cereals, leather goods, and tobacco. Mascara occupies the site of a Roman settlement. During the 18th cent. it served as capital of the Turkish province in W Algeria. It later became a headquarters of the Algerian emir Abd al-Kadir, from whom the French captured (and destroyed) it in 1835; they lost it briefly and then reoccupied it in 1841.

It is one of the leading ports of North Africa (wine, citrus fruit, iron ore, cork, and cereals are the major exports), as well as a commercial center. Industries include metallurgy, oil refining, automotive construction, machine-building, and the production of chemicals, tobacco, paper, and cement. Founded by the Phoenicians and called Icosium by the Romans, the city disappeared after the fall of the Roman Empire. Many of the Moors expelled from Spain in 1492 settled in Algiers. In 1511 the Spanish occupied an island in the city's harbor, but they were driven out when Barbarossa captured Algiers for the Turks.       < BACK TO HISTORY CONTENTS A new generation of Muslim leadership emerged in Algeria at the time of World War I and grew to maturity during the 1920s and 1930s. It consisted of a small but influential class of évolués , other Algerians whose perception of themselves and their country had been shaped by wartime experiences, and a body of religious reformers and teachers. Some of these people were members of the few wealthy Muslim families that had managed to insinuate themselves into the colonial system in the 1890s and had with difficulty succeeded in obtaining for their sons the French education so coveted by progressive Algerians. Others were among the about 173,000 Algerians who had served in the French army during World War I or the several hundred thousand more who had assisted the French war effort by working in factories. In France they became aware of a standard of living higher than any they had known at home and of democratic political concepts, taken for granted by Frenchmen in France, which colons, soldiers, and bureaucrats had refused to apply to the Muslim majority in Algeria. Some Algerians also became acquainted with the pan-Arab nationalism growing in the Middle East. Data as of December 1993
