    The Province of Alberta requires anyone wishing to operate a zoo to obtain a license from Alberta Environment, the provincial ministry responsible for captive wildlife. Despite this licensing requirement, a number of zoos have operated over the years that have been problematic from an animal welfare and human safety perspective. In early 1998, Zoocheck Canada joined with the World Society for the Protection of Animals (WSPA) in an initiative to improve conditions in zoos throughout Alberta and Saskatchewan. That summer, Zoocheck and WSPA arranged for a consultant with more than 20 years zoo experience to tour a representative sampling of zoos in both provinces. Guzoo Animal Farm near Three Hills, Alberta was one of the facilities included in the study. The consultant was shocked at the substandard conditions she encountered at Guzoo. An inspection brief about her visit was forwarded to Alberta Environment (since renamed Alberta Sustainable Resource Development) shortly after completion of her tour. A number of complaints received by Zoocheck from members of the public about conditions at Guzoo were also forwarded to Alberta Environment .

    The Situation
    Alberta Government Services (AGS), a government ministry responsible for the management of a broad range of government registration and search services for the province of Alberta, Canada, managed more than 12 million diverse transactions in 1999 alone. The cost of providing these services was escalating, and the government wanted to improve service.
    The Challenge
    The Response
    The Result
    Today, 230 private agents throughout Alberta offer a full range of one-stop services, making it possible for citizens to enjoy convenience without the long lines and waits of the past. Enabling more than 12 million transactions per year, AGS' systems and applications consistently remain available and reliable well above 99.5 percent of the time, seven days per week. Customers enjoy expanded choices about the way these services are delivered: about 20 percent of the services are offered at government centers, 50 percent through private agents and 30 percent via the Internet. Self-service options are increasingly popular.

Much of the information on this webpage is taken from the Alberta Government's Fish and Wildlife Division.
