The most flagrant case is the killing of a teenager, Vullnet Bytyci, on the Albanian-Greek border. We appeal as follows: 1. The Greek Government and Authorities should immediately and irrevocably stop the killing and torture campaign against the Albanians, who are contributing for the Greek economic prosperity making an honest living in the Greek soil. 3. We appeal on the honest Greek people and internal and external organizations to express their concern on this disguised apartheid towards the foreigners, especially Albanians. A flagrant example is Greece's retaining of the "Law of War" with Albania enacted in 1940; the conflict time between the two countries. The Albanian Parliament has invalidated such an absurd law, while Greece has not done so to this day, even though Greece is an EU Member and claims of being an example of a democratic state, where the human rights get special protection. 4. Although many people are better off now than they were under communism, the transition to a market economy has been an uneven and painful process. In isolated rural areas in the north of the country, poverty rates are as high as 90 per cent. Poor people are so dependent on agriculture for survival that agricultural policies have massive implications for poverty reduction. Despite extensive restructuring of the agricultural sector since the early 1990s, farmers rarely have much produce left over for the market, and if they do, they have difficulties selling their produce due to poor road and transport infrastructure. In answer to Albanian concerns about upcoming local elections, the Council came out in support of the electoral law passed by the leftist parliamentary majority and is calling on all political parties to accept the election results. The law has been rejected by most of the opposition parties. Democratic Party Reform Group (DPRG) member of parliament Genc Pollo praised the CE monitors' report while voicing some objections about the electoral law, but Vili Minarolli, a representative of Sali Berisha's Democratic Party, expressed stronger objections on points that had not been considered by the CE. The Council's report also praised the progress made by Albania despite the grave economic and social crisis of 1997, brought about by the collapse of massive pyramid schemes and by the Kosovo crisis of 1999. According to the CE, Albania has managed to establish state authority over the entire country. He also announced that asphalt surfacing has begun on the Rrogozhin« - Elbasan segment and that the Librazhd - Quk«s portion of the roadway is almost completed. Construction of the Quk«s - Qaf« - Than« section is also underway. The Phare Program Cross-Border financed the Durr«s - Rrogozhin« highway, at a cost of 20.5 million euros. This segment of the Corridor 8 project is 38.6 km long and 11.5 m wide.
