December 22, 1998 ALBANIAN GOVERNMENT/OPPOSITION TALKS The United States welcomes the December 21 discussions between Albanian Prime Minister Majko and Democratic Party President Berisha. We view this as an extremely positive first step in healing the political cleavages that have stymied Albania's reform process and efforts to seek integration with the larger European community. We urge all parties to maintain the positive momentum from this encounter, and we look forward to more concrete developments. We would hope that the student strike, for example, could be resolved quickly through good-faith discussions. It is our hope that the Democratic Party will begin the last year of the 20th Century as a full participant in the Albanian parliament the Albanian people deserve no less. (End text)

Orthodox Church in America Autonomous Churches ... BIBLIOGRAPHY Christianity arrived in Albania before the 4th century from two directions. The Ghegs in the north of the country became Latin Christians, while the Byzantine tradition was predominant among the Tosk people in the south. But following the Turkish conquest in the 15th century, the majority of Albanians became Moslem. During Turkish occupation, the remaining Orthodox population in Albania came under the jurisdiction of the Patriarchate of Constantinople. Albania became an independent nation after the Balkan wars in 1912-1913, and almost immediately a movement for the independence of the Albanian Orthodox Church sprang up. After 1918 this movement was led by Fr. Fan Noli, an Albanian Orthodox priest from the United States. In 1922 an Orthodox Congress meeting at Berat unilaterally proclaimed the autocephaly of the Albanian Orthodox Church. The Greek bishops then fled the country. In 1926 Constantinople offered an agreement that would have led to autocephaly, but the Albanian government rejected it. In 1929, Bishop John Bessarion, with the participation of a Serbian Orthodox bishop, ordained two additional Albanian Orthodox bishops. A synod of bishops was thus formed in Tirana and the church again declared itself autocephalous.

Minister of Defence of Albania Secretary General Distinguished Colleagues, Ladies and Gentlemen,
This meeting is taking place in a very important moment for the countries of Southeast Europe, because of the recent events in the area and particularly the tensions in the Former Yugoslav Republic of Macedonia.
The Albanian Government is following these developments with great concern. Since the beginning of the crisis we have expressed clearly, transparently and in a constructive way our position, which consists in the following points.
Above all and most importantly, Albanian Government fully supports the territorial integrity and sovereignty of FYROM, because we believe this is a principal issue not only for this country, but the region as a whole.
Secondly, Albanian Government has strongly condemned any use of violence and weapons as means to achieve political targets. We think that the use of violence would drive us, not only the involved parties in FYROM, but all Southeast Europe towards insecurity instability.

Youth participate in designing national HIV/AIDS strategy
Young people from all regions of Albania met recently in Vlora to plan HIV/AIDS prevention strategies. The consultation was aimed at ensuring that young people's concerns are incorporated into the national HIV/AIDS strategy, which is currently being developed by the Albanian government with support from UN agencies and representatives of civil society. Eighty young people participated in the consultation, which was initiated and facilitated by UNICEF. While the number of confirmed AIDS cases in Albania is small, all the conditions exist for a major escalation of the infection - including a mobile population, poverty, social dislocation and increasing experimentation with risky behaviours by young people. While no recent official statistics exist regarding the size of the various ethnic communities, ethnic Greeks are the most organized and receive the most attention and assistance from abroad. Ladies and Gentleman On behalf of the Albanian delegation I have the pleasure to greet the works of this session and on this occasion to thank the President of IFAD, Mr. Lennart Bage for his commitment and the fruitful contribution that exists since a decade between IFAD and Albania. The Albanian Government considers IFAD as an important donor for the development of agricultural production in the rural mountain areas and appraises the interventions made and the support that IFAD projects have provided to the farmers of these areas through the rehabilitation of small irrigation schemes, input supply, technical assistance, etc. The relationships between IFAD and the Albanian Authorities have been always characterized by understanding and correctness in the realization of all legal responsibilities. In order to face the challenges and execute the joint interventions, there have always exist a close and efficient cooperation among the missions of IFAD experts with Mountain Areas Development Agency, relevant local structures, Albanian specialists and rural community.

In 1908 the pre-eminent Albanian nationalist, Ismael Kemal Bey, requested Greek troops to advance north to the town of Vlora. Greek Prime Minister Theotokis complied with the request and the boarder, set by this action, was later ratified by the Ambassadorial Conference and the International Control Committee.
In 1912, 482 years of Ottoman rule came to an end in the region and Epirotean forces liberated most of what would later be termed North Epirus. The Epirotean boarder was set as a line north of the towns of Himara, Tepeleni and Pogrodets.
In 1913, the Protocol of Florence ceded, to Albania, all of Epirus north of the districts of Delvine and Konitsa. This unjust action of the "Great Powers" which was justified as providing the Albanian state with "..adequate territorial dominion..." was the source of all future upheavals in the region. Epiroteans reacted violently to the situation. Almost entirely Eastern Orthodox Christians, Epiroteans feared leaving one oppressive Moslem government (the Ottoman Empire), for another (Albania).

Raiffeisen Zentralbank Österreich AG (RZB) and the Albanian Government signed the closing regarding the purchase of Banka e Kursimeve e Shqipërisë (BK) , the Savings Bank of Albania, yesterday evening in Tirana. RZB won a tender in last December and now received all necessary approvals from the Austrian and Albanian authorities. The purchase price is USD 126 million for a 100 per cent share in BK, representing a 2.5 multiple of the book value. "We are proud that Raiffeisen invests in the leading Albanian bank and we believe that this is a very positive signal to other international investors. I expect that Raiffeisen's commitment will increase the competitiveness of the Albanian banking sector and result in an enlargement of the range of banking products", said Albanian Prime Minister Fatos Nano on the occasion of the Signing Ceremony.

Albania's unicameral assembly (Kuvendi) consists of 140 seats, 100 of which are determined by direct popular vote. The remaining seats are distributed by proportional representation. All members serve 4-year terms. The Speaker of Parliament has two deputies, who, along with 13 parliamentary commissions, legislate Albanian affairs. The President is the head of state and elected by a three-fifths majority vote of all Assembly members. The President serves a term of 5 years with one right to re-election. The Prime Minister is appointed by the President and approved by a simple majority of all members of the Assembly. The Prime Minister serves as the Chairman of the Council of Ministers (cabinet), which consists of the Prime Minister, Deputy Prime Minister and other ministers. Warsaw, October 6-17, 2003 Source: Macedonian Human Rights Movement of Canada Introduction: The following interview with Edmond Temelko, president of the Macedonian organization “Prespa” in Albania, outlines the precarious position of the Macedonian minority in Albania. It appeared in the Macedonian weekly, “Makedonsko Sonce”, on June 15, 2001. "The plight of the Macedonians in Albania is already known. Macedonians in Albania are discriminated against and the government continues to unrealistically present their numbers. Albania recognizes that on its territory live only 5,000 Macedonians. But we alone, as Macedonian organizations in Albania number 120,000 Macedonians who are members of our organizations, or if we investigate there are perhaps more then 350,000 Macedonians in Albania." Census The four Macedonian organizations in Albania, Mir (Peace), Bratstvo (Brotherhood), MED (Macedonian Aegean Society) and Prespa, boycotted the 2001 census in Albania because there was no option for “Macedonian” in the census list. The Albanian government continues to minimize the actual number of Macedonians, and other minorities, in the country and in 2003, the Association of Macedonians in Albania (consisting of the four organizations) will conduct their own census of the number of Macedonians in Albania. It is estimated that this number is between 120,000 and 350,000 while the Albanian state only officially recognizes 5,000.
