, Albania (CNN) Protesters in southern Albania had until 2 p.m. Monday (1300 GMT) to lay down their weapons or security forces would be authorized to shoot without warning, the government said. Protest leaders responded by cautioning people to stay indoors. The order was part of a state of emergency declared by the Albanian parliament following two months of civil unrest. The riots and demonstrations were sparked by the collapse of pyramid savings schemes that wiped out many people's savings in Europe's poorest nation. QuickTime Movies Small Frame (748K/17 sec. QuickTime movie As secret police and protesters prepared for what could be another bloody confrontation, the parliament elected President Sali Berisha to serve a second five-year term. Members of Berisha's party hold 122 seats in the 140-seat parliament and Berisha was the only candidate in the previously scheduled vote.

In Rome on Thursday, Italian Foreign Minister Lamberto Dini told reporters Berisha had given his assurance that the army would try to isolate the towns and then try to reach a settlement for insurgents to lay down their arms. Meanwhile, Berisha met in Albania's capital Tirana with political opposition leaders. Attending the Thursday talks were Neritan Ceka, head of the Democratic Alliance, and Skender Gjinushi, leader of the Social Democratic Party two of Berisha's strongest critics.

Tirana 1 July 1997. Four major human rights groups stated today that the parliamentary elections of 29 June 1997 in Albania were conducted in a general free and fair manner and called upon the future government to substantially improve Albanian's human rights record and re-establish the rule of law. The Vienna-based International Helsinki Federation for Human Rights (IHF) and three of its affiliates, the Albania Helsinki Committee in Tirana, Human Rights Watch/Helsinki in New York and the Norwegian Helsinki Committee in Oslo monitored the elections in a number of major cities and smaller town including Tirana, Durres, Lushnje, Kavaje, Kruja, Bathore and surrounding areas. Based on our observations and consultations with OSCE election monitors, local NGOs and journalists , we conclude that the elections reflect the political will of the Albanian electorate. Some irregularities were observed, such as incidents of intimidation, incomplete voting lists and a few reported acts of violence including one tragic death. These incidents should be investigated by Electoral Commissions and the police and those found to be responsible should be held accountable. But we believe that these irregularities were not sufficient to question the validity of the vote as a whole.

The MAJFT Movement Meet Representatives Of The Albanian Government
The MJAFT movement had a meeting on February 13 with representatives of the Albanian Government, on latter’s request. The meeting was set up after the requests of the MJAFT movement made clear in the previous protests. The Government was represented in the meeting by the Minister for State Coordination Mr. Marko Bello, and the director of Power and Energy Company Andis Harasani. MJAFT laid out some requests that had to do with Albanian citizen pockets like KESH, ALBTELECOM, etc. MJAFT has also given the representatives a handout with the requests and their motivations.

by Fabian Schmidt Following the collapse of pyramid investment schemes in Albania, tensions are running high. Besides continuing street protests and strong pressure from the opposition on the government to resign, the country is now also facing the danger of hyperinflation. The government is trying to cope with the crisis by promising to repay the cheated investors and at the same time by threatening demonstrators with harsh prison sentences and cracking down on opposition figures. Last week Albania faced the worst riots since the end of communism in 1991. Protesters blamed President Sali Berisha and his government with profiting from the collapse of pyramid investment schemes and torched government buildings all over southern Albania. The total damage from the riots is estimated at about $50 million. The government is now eager to calm down tensions and bring public life to normal again by using a carrot and stick approach. Berisha tried to reduce public dissatisfaction by promising compensation to at least some of those who lost their life savings in pyramid schemes. On 28 January he told a rally of 10,000 supporters in Tirana that the government would "work to repay the money that was stolen" from them "quickly and fairly." The government thus has taken different approaches towards different investment companies. At least five top pyramid schemes have collapsed since last fall, while others are still operating but only paying interest, not returning capital.

Construction of a road linking Albania's main port of Durres with the country's northernmost city, Kukes, is a key part of the government's strategy for developing the national road network during the period 2003-2005. The road will link the east-west and north-south regional corridors and will thus be one of Albania's major road axes. It will also be one of the most difficult to construct. Under the final plan, approved at a meeting of the national council of roads on 7 October, the four-lane road will be 175km long and is expected to cost more than 256m euros. Two additional plans were presented at the meeting, which was chaired by Prime Minister Fatos Nano. One envisaged a 250km-long road costing 213m euros. The decision was made in favour of the plan which called for the shortest road, one which could be traveled within two hours. by Fabian Schmidt The collapse of a series of pyramid investment schemes in Albania last week has resulted in the largest public anti-government protests since the Democratic Party took over in 1992. The opposition, trying to capitalize on the momentum the protests have gained, called for the government's resignation. But President Sali Berisha opted instead to quell the protest by cracking down both on the fraudulent investment companies and on the opposition parties. While the opposition hopes it can follow the example of the reform movements in Belgrade and Sofia, the government has made clear that it will not allow public dissatisfaction to jeopardize its hold on power and arrested a number of prominent opposition leaders. About 500,000 people, or a sixth of the total Albanian population, are estimated to have invested nearly half a billion US dollars in the collapsed investment companies. Many investors were left penniless after the pyramids collapsed. The political implications of the current discontent with the government are thus understandably huge. The Democrats, aware of the need to restore credibility quickly, have now taken action through both the executive and the legislative branches. Police this week arrested 188 people including the leaders of the collapsed companies Sude, Populli and Xhaferi; they are Maksude Kademi, Bashkim Driza and Rapush Xhaferi, respectively. The Democratic Party-controlled parliament, meanwhile, unanimously voted on 23 January to ban pyramid investment schemes and said a draft law concerning compensation for cheated investors will be discussed on 27 January. The new law went into force immediately and provides for a minimum 20 years' imprisonment and the confiscation of all property held by people running pyramid schemes. People convicted of abetting them may receive 10 years sentences.

TIRANA, Albania
In an effort to pacify armed rebellion in the south, the Albanian government agreed Thursday to halt military operations there for 48 hours. In exchange, opposition politicians called on the insurgents to lay down their weapons and accept amnesty. The agreement emerged from more than five hours of talks between President Sali Berisha and most of his political opposition, their first meeting since he imposed emergency rule to crush an uprising by armed civilians who have seized control of the southern quarter of this country. Diplomats praised the talks as a breakthrough. But they and Albanian opposition leaders said the agreement fell far short of the demands for new elections and constitutional reform needed to settle the political crisis jolting Albania. More ominously, reports from Vlore, the southern town that is the center of the revolt, indicated people there immediately rejected the deal. Organized in an ad hoc "resistance movement," rebellious residents in Vlore and other towns have looted army arsenals and are vowing to fight until Berisha resigns. Squared off in a tense confrontation, rebel and government armies have, according to reports from the area, had minor skirmishes, though an all-out offensive failed to materialize. In the last 24 hours, seven people were killed in Vlore, and food supplies, such as milk for children, were beginning to dwindle, residents told aid workers in Tirana.

TIRANA, Albania In a statement issued Friday (25 April), the government condemned the violence that occurred during a protest in the Bathore neighborhood of Tirana. Residents were demanding better infrastructure, electricity service and legalisation of their home property. They ended up clashing with police as security forces tried to prevent them from reaching government buildings in Tirana. Several policemen were injured. This project was approved last month by the World Bank Board of Directors and it will finance the construction of a new thermal power plant in Vlora and provide technical assistance to improve the performance and support the reform of the power sector.
