Preface Complete list of lectures Next lecture One can't understand the Balkans without understanding its ethnic groups, and one can't understand the ethnic groups and their history without knowing the influence of the region's geography.
Even the geographic extent of the "Balkan" region is a matter of controversy. Many scholars, especially those writing in the Cold War era, have included only the Communist states and linked them with Czechoslovakia, Poland and East Germany, while omitting Greece and ignoring Turkey and the Ottoman era. Other historians exclude Hungary, Croatia and other Habsburg lands, because of their "central" European character, supposedly contrary to Balkan themes. But the presence of contradictory themes is itself characteristically Balkan.
For the purposes of this course of lectures, the Balkan area includes Greece, Bulgaria, Yugoslavia, Romania, Albania and Hungary. Most of this area was once under Ottoman Turkish rule; the rest under the Austro-Hungarian Empire. The lectures will not deal with all of the Ottoman Empire, which extended into Asia and Africa, or other former Habsburg lands such as Czechoslovakia and parts of Poland.

It shares a 287- kilometer border with the Yugoslav republics of Montenegro and Serbia to the north, a 151-kilometer border with the Former Yugoslav Republic of Macedonia to the north and east, and a 282- kilometer border with Greece to the south and southeast. Its coastline is 362 kilometers long. The lowlands of the west face the Adriatic Sea and the strategically important Strait of Otranto, which puts less than 100 kilometers of water between Albania and the heel of the Italian "boot." The distinct ethnic character of the Albanian people and their isolation within a generally definable area underscored their demands for independence in the early twentieth century. In some places, however, the mingling of different ethnic groups complicated the determination of national borders. Kosovo, across the northeastern Albanian border, was a Serbian-governed province, although ethnic Albanians made up over 90 percent of its population. Many Albanians still regarded Kosovo's status as an issue. Greeks and Albanians lived in the mountains on both sides of the southeastern Albanian boundary. Neither Greece nor Albania was satisfied with the division of nations effected by their common border. Allowance was made for local economic situations, for example, to prevent separation of a village from its animals' grazing areas or the markets for its produce. Political pressures also were a factor in the negotiations, but the outcome was subject to approval by powers having relatively abstract interests, most of which involved the balance of power rather than specific economic ambitions.

Albania Climate
The geographic position of Albania results in a Mediterranean climate in the western lowland coastal area and continental climate in the remaining areas. According to the Hydro-meteorological Institute (1988), there are four climatic subdivisions within the country: the Mediterranean flat zone, the Mediterranean hilly zone, the Mediterranean sub-mountainous zone, and the Mediterranean mountainous zone.
The flat zone, which is mostly the coastal area, has relatively dry and hot summers with mean temperature of 26 °C and mean humidity of 60% in July and August. Winters are cool and wet with mean temperatures in December and January of 11.8 °C and 9.8 °C. The area from Vlore to Saranda in the south
is best suited for citrus cultivation, because the incidence of frost is very low. Average annual rainfall of this zone is 900-1400 mm, and more than 80% occurs during the rainy season from October to March. The central and northern part of the coastal area is wetter, especially in Shkodra where rainfall measures about 2000 mm per year.
The hilly area stretching from north to south and located on the eastern side of the coastal zone is divided into three parts: northern, central and southern sub-zones. Hills reach an altitude of 300 to 500 m and have similar climate characteristics of the flat zone.

ESTIMATED 2000 POPULATION Albania is one of the smallest nations in Europe. It is bound by the Adriatic Sea to the west, Serbia and Montenegro to the north and northeast, Macedonia to the east and Greece to the south and southeast. Just over 20% of the land area is coastal or flat plains which are poorly drained while the major cities are located on the coastal plains or in the upland valleys. The remainder of the country is mountainous and hilly covered by scrub forest while there are many lagoon lakes in the lowlands as well as small glacial lakes in the uplands. The principal river is the Buene River. Major Cities (pop. est.); Tirane 243,000, Durres 85,000, Elbasan 83,000, Shkoder 82,000, Vlore 74,000 (1990). Land Use; forested 37%, pastures 15%, agricultural-cultivated 24%, other 24% (1993). CLIMATE: Albania has a Mediterranean climate with the coastal plains experiencing hot and dry summers, and frequent thunderstorms. Winters are mild as well as wet and can be quite severe in the mountains with snow cover lasting for long periods of time. Average annual precipitation in the mountain areas can exceed 1,000 mm (39 inches). The average temperature ranges in Tirane are from 17 to 31 degrees Celsius (63 to 88 degrees Fahrenheit) in July to 2 to 21 degrees Celsius (36 to 54 degrees Fahrenheit) in January.
PEOPLE: The principal ethnic majority are the Albanians who account for around 98% of the population and are divided into two groups (1.) the Gegs (Ghegs) to the north of the Shkumbin River and (2.) the Tosks to the south. Other ethnic minorities include Greeks, Macedonians, Vlachs, Bulgarians, Gypsies and Serbs.
