(GCI) has declared the inaugural year of its SchoolAccess® Distance Learning Service a success citing the high percentage of schools using the service, the improvements in education, and the formation of a new distance learning partnership. The service was the preferred choice for 97 percent of Alaskan schools that implemented distance learning technology in the 2002-2003 school year. Distance learning now offers students in these schools new opportunities in the areas of math, science, reading and culture. "As a longtime communications provider in Alaska, we have seen firsthand the unique challenges rural schools face in the education system," said Martin Cary, vice president of GCI Broadband Services. "The results from our first year of providing distance learning service to rural schools show this technology has tremendous power to help schools meet and beat the challenges of isolation and limited community-based educational resources. We look forward to continuing work with these schools and the partnership to apply the lessons learned from our first year of Distance Learning Service to further educational opportunities throughout Alaska." Some highlights include the connection of 145 students in 18 villages for long-distance Algebra lessons, participation in earth science "e-missions" with the Challenger Learning Center, and a live video conference with a musher from the Kuskokwim 300 dog sled race. In addition, students from an entire remote district participated in NASA's "Teaching From Space Program" which included a live link-up to astronauts aboard the International Space Station. Through this twenty minute, real-time uplink, students in Manokotak, Alaska, were able to see, hear, and speak to the astronauts aboard the station.

SchoolAccess Distance Learning Service: Success Stories Students throughout Alaska are now able to connect to expanded learning opportunities and to others throughout the country and world through distance learning. Below are the types of learning opportunities now available as well as highlights of programs and events in rural Alaska that have been delivered over the GCI SchoolAccess Distance Learning Service (DLS).  These programs, and many others, provide a glimpse of what can be achieved through the use of distance learning, and more importantly, the future of education in rural areas. Since many programs would not be possible without collaboration and communication among teachers and content providers, the Alaska Distance Learning Partnership (ADLP) formed in April 2003 to provide a forum for sharing information and best practices. ADLP enables teachers and content providers to discuss and share distance learning content and highlight strategies for implementing distance learning technology in the classroom. Many of the programs below, as well as programs currently in progress, are the result of this partnership of teachers and others focused on expanding learning opportunities for rural students. Shared Classes DLS can be used to deliver classes to a school that either does not have a qualified teacher on staff or does not have qualified teachers who are readily available. Classes are taught by a highly-qualified teacher from a central location with assistance from a local facilitating teacher. Classes can be offered within a school district (intra-district) or between a school district and the following: another school district (inter-district); a university; another educational institution; or from an educational vendor (Apex Learning, etc.). Teachers use videoconferences for direct instruction and a web-based course management application for indirect instruction. Shared classes typically offer semester/quarter credit for students and meet state and district graduation requirements. Examples of shared classes are highlighted below.

The School District has been through several phases of construction, growth and, unfortunately, closures. Although there is a school facility located on FT Greely, five miles to the south of Delta, the District was forced to close this school in May 2000 because of declining enrollment. At this time, the Delta School is filled to capacity with the remaining student population in the area.
Current (Spring 2002) enrollment at the Delta facility is 507 students. There are over 100 students enrolled in our local correspondence program and 27 students in the Alternative High School. The Delta Cyber School serves approximately 400 part-time students, statewide. (In 1985, the District boasted a student population of 1157 students.) There are approximately 80 full and part-time employees currently employed, including administrator, classroom teacher, secretary, teacher aide, food service and custodial personnel.

Things to consider before you enroll in a private vocational school:
Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

    Grants Will Provide Job Training and Spur Local Economic Development
    WASHINGTON - Housing and Urban Development Secretary Mel Martinez announced today $3.9 million in grants to five Native Alaskan and Hawaiian universities. "These grants will help local institutions provide students with the job skills and resources they need to address the economic development needs in their communities," said Martinez. "Each university has impressive, innovative plans for the grants ranging from developing internet-based microenterprises to enhancing the delivery of their distance education programs." HUD's Alaska Native/Native Hawaiian Institutions Assisting Communities Program grants were first awarded in 2000. They are specifically designed to give colleges and universities additional resources to expand their role and effectiveness in dealing with community development needs in the areas they are located.

    Jon Reyhner Abstract American Indian and Alaska Native students have a dropout rate twice the national average; the highest dropout rate of any United States ethnic or racial group. About three out of every ten Native students drop out of school before graduating from high school both on reservations and in cities. Academically capable Native students often drop out of school because their needs are not being met while others are pushed out because they protest in a variety of ways how they are treated in school. Beyond correcting these problems to prevent future dropouts, more needs to be done to help current dropouts through retrieval programs such as the Graduate Equivalency Diploma (GED) and community-based drug prevention programs. In addition, the negative tinge of vocational programs needs to be removed, and these programs opened to all students. In particular, vocational programs need to be tied to real jobs through partnerships with business, labor unions, and government. Dropout prevention starts with caring teachers who give students every chance for success in the classroom through interactive and experiential teaching methodologies, relevant, and culturally appropriate curriculum. At risk students need peer support through cooperative instructional methodologies and peer counseling programs. Dropout prevention also includes support services outside of the classroom from school administrators and counselors who work closely with parents.
