What is Character?
Character, according to Webster's Dictionary, is a reliable inner disposition to respond to situations in a morally good way. It refers to the moral qualities and ethical standards which make up the inner nature of a person. Character might be termed the moral personality. Behavior is a product of character.
What is Character Education?
Character Education is one form of moral education, moral being broadly defined as pertaining to issues of right and wrong. There are different types of moral education. Values clarification and moral reasoning are examples of two other kinds of moral education. Character education, different from Values Clarification, holds to the premise that civilization has a common core of shared values, referred to as universal values.
The premise of Values Clarification is that all values are personal; that each person has unique, personal values, and schools should not impose values on children. The teacher is to be morally neutral, and encourage children to clarify their own values.
Character education agrees with Values Clarification regarding Personal Values. Personal values should not be taught. Teachers have no right to impose personal values on students.

Scrambling for Staff: The Teacher Shortage in Rural Schools
At a time when school districts nationwide are experiencing teacher shortages, districts that historically have difficulty attracting and retaining quality teachers are really scrambling for staff. This week Education World explores the effects of the teacher shortage on remote and rural schools. Included: What are schools doing to solve the shortage? When Reid Riedlinger advertises for staff, he offers them subsidized housing, laptop computers, eight computers and a copy machine for each classroom, and a full-time teaching assistant! Riedlinger, superintendent of schools in the two-building Wellpinit School District, which serves 402 K-12 children on the Spokane Indian Reservation in Washington, also offers classes that average just 17 students. Plus, he told Education World, he throws in free breakfast and lunch if teachers eat it with students, and he promises no staff meetings longer than 30 minutes.

Similarly, in staffing the Corporation, Barrans’ management team is also focused on maintaining the agency’s financial health, which enables the Commission to offer competitive financial aid products and expanded public services. Barrans assumed Executive Director duties in July of 1995. She previously served for twelve years in a variety of Commission operations and management positions, most recently as program coordinator from 1989 to 1993 and director of student financial aid programs in 1994/1995.   • Results on the California Achievement Test rose dramatically-in reading, from the 28th percentile in 1995 to the 71st in 1999; in math, from 54th to 78th; and in language arts from 26th to 72nd. Fourteen of 17 CSD graduates since 1994 are attending post-secondary institutions, as compared with one between 1975 and 1994. In the four subject areas tested in Alaska's High School Graduation Qualifying Examination, CSD topped the state average. CSD led the formation of the Alaska Quality Schools Coalition, and 12 school districts, in and out of Alaska, are replicating the Chugach model.
(CSD) is not your typical school district. It encompasses 22,000 square miles in south central Alaska, including much of the Prince William Sound coastline. Most of its 214 students live in remote areas, accessible only by aircraft. Teachers have to be adept at a variety of subjects, including wilderness and cold water safety and how to respond in the event of a tsunami or an encounter with a bear. District programs span from pre-school to post-secondary education, serving students up to age 21.

Education Committee Description What's the Relationship Between the Special Education Advisory Panel (SEAP) and the Education Committee? The Governor's Council on Disabilities and Special Education IS the SEAP, but since it is not the SEAP only, the Council delegates the day to day business of the SEAP to the Education Committee which is a standing committee. During the late spring months, several more Alaskan librarians announced retirements. Nancy Lesh, Tohsook Chang, Alden Rollins and Dennis Walle from the University of Alaska, Anchorage, Consortium Library, recently retired. All have plans to work part-time for the library. Jan Fortune, Pearl Creek Elementary School Librarian in Fairbanks, and Sandy Farrell, University Park Elementary School Librarian in Fairbanks, retired in June. Della Mathis, School Librarian Coordinator for the Alaska State Library, will retire at the end of July. Jack Rasmussen, Fairbanks North Star Borough Public Library's Public Services Manager, has retired. He will be working as a half-time Reference Librarian in the same system. Susan Metzker, director at the Nome Public Library, is leaving Alaska to return to Ohio. Mary Ellen Baker, Wasilla Public Library Director, has announced her resignation effective August 31. Rita Dursi Johnson will be leaving the Egan Library at the University of Alaska, Southeast early in July. She has accepted a new position as Director of the St. Andrews Presbyterian College Library in Laurinburg, North Carolina.
