Adult Basic Education (ABE) ABE Directory General Education Development (GED) GED Requirements GED Test Centers GENERAL EDUCATIONAL DEVELOPMENT (GED) TESTING BACKGROUND: The United State War Department originally developed the GED test in the 1940s for use only with military personnel. The first Alaska GED diploma was issued in 1948. By 1960, more civilians than military personnel were taking the GED Test. In 1966, the new Adult Education Act provided federal funding for ABE and GED programs through the State Department of Education. The GED test was selected by the Alaska State Legislature as the official high school diploma equivalency exam. The test battery includes five separate timed tests, which are proctored under strict test security regulations. Testers must be at least 18 and not attending school. Under special circumstances a tester may test after his/her 16th birthday. By the early 1970s GED test versions in Spanish, Braille, large print, and cassette were developed. On July 1, 1999, the GED program transferred from the Department of Education and Early Development to the Department of Labor and Workforce Development. The statutory authority for this program is the Workforce Investment Act of 1998, Title II, Adult Education and Family Literacy and Alaska State Statute 44 AAC 31.020: Delegations of Authority to Issue Diplomas in Connection with the Adult Basic Education Programs. There are currently 27 GED Test Centers in Alaska. Each Test Center must sign an annual contract with the National Council of Education's GED Testing Service. These Centers are administered by the State GED Administrator who is responsible for test security, transcript archival and retrieval, and the production of GED Diplomas and duplicate diplomas. The GED Test program archives over 80,000 transcripts and responds to over 2,000 requests for official transcripts annually.

EC PHARMACY UPDATE
NEW - Additional Collaborative Agreements Approved in February 2004. See below for a history of pharmacy access to EC in Alaska. In April 2001, the Alaska State Board of Pharmacy adopted general regulations permitting pharmacists to establish collaborative practice agreements with prescribers. In Alaska, both physicians and advance practice nurses have prescriptive authority and can sign protocols with pharmacists. The new regulations allowed pharmacists to initiate, modify and discontinue drug therapy under protocol with a prescriber. In the same year, to help promote awareness of EC in the pharmacy community, AKECP arranged for Don Downing, a pharmacist trainer from Washington State, to provide EC training. In April 25, 2002, the Board of Pharmacy approved the first collaborative protocols enabling pharmacists to dispense EC in collaboration with a licensed prescriber. AKECP developed support documents for pharmacists to use including:

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
