Hiring qualified, licensed social workers also promotes increased accountability in social service delivery. Multi-Level Social Work Licensure Multi-level licensure regulates the practice of all professional social workers by licensing at the bachelor’s, master’s and clinical levels. The three levels of licensure in Alaska include:

  • Ask AIHEC to support the reauthorization of the Tribally Controlled Community College Act. Also, add a third title to this act to allow Alaska Native tribal colleges to be funded by this act. In the Tribally Controlled Community College Act request a reduction, from 50% to 45%, of the percentage of American Indians and Alaska Natives required to qualify as a tribally controlled community college. The Native Education, Equity, Support and Assistance Act Alaska Native Serving Institutions Act should be amended to provide funding for Alaska Tribal Colleges and Immersion Schools. Recommend CANHE lobby federal and state governments to make start-up funding available to each regional tribal college effort. Recommend to Denali Commission to provide regular funding opportunity updates to CANHE for dissemination to regional tribal colleges.     General Statement Regarding Education Records
    The University of Alaska will comply with the Family Educational Rights and Privacy Act of 1974 and its implementing regulations, as amended (FERPA), and, in so doing, protect the required confidentiality of and access to education records of current and former students. In the event there is a conflict between FERPA and Regents' Policy, University Regulation, and/or MAU rules and procedures, the provisions of FERPA will control. To the extent this policy and corresponding University Regulation and MAU rules and procedures express substantive or procedural rights or promote expectations which do not otherwise exist in FERPA, they give rise to no rights to enforcement or review outside of internal university processes, such as courts or administrative agencies. The president and chancellors, respectively, will establish University Regulation and MAU rules and procedures consistent with FERPA and Regents' Policy which will ensure the appropriate confidentiality of education records. Where practicable, senior student services officers will develop common practices among MAUs which contribute to efficiency of service and appropriate systemwide access to education records. Each chancellor will designate a custodian(s) of education records for the MAU. Education Records Definitions The president will establish defined terms applicable to this policy in corresponding regulation.

    Charter schools, correspondence programs, private schools and traditional home schooling have grown since I first came to the Legislature in 1989 and are now the choice of many Alaskans. The education delivery system of choice for nearly 90 percent of Alaska students remains the site-based public school-and many students are thriving in this environment as well. Successful students in alternative and site-based schools have one important element in common: committed, involved parents who are personally invested in their achievement. When parents set education as a priority, children see its importance firsthand and take it more seriously. I have seen this in practice with my own children. This is why I opposed the proposed regulations that the Department of Education and Early Development (DEED) issued in December. These regulations, if imposed, would severely tie the hands of parents using State-supported distance learning programs to teach their children at home. Correspondence and home school study programs provide an opportunity for quality education at a lower cost; better yet they allow parents to be directly involved in the education of their children.

    Home and Community Based Waiver Regulations Revisited
    Revised Regulations Improved by Stakeholder Participation June 12, 2003
    Juneau, Alaska-Today the Department of Health and Social Services announced the release of proposed regulations for the Medicaid Home and Community Based Waivers for Older Alaskans, Adults with Physical Disabilities, Children with Complex Medical Conditions, and people with Mentally Retardation/Developmental Disabilities, for public comment through July 21, 2003. The HCB Waiver program provides home care services to nearly 3,000 Alaskans receiving care at home instead of an institutional setting such as a nursing home or intermediate care facility for the mentally retarded. The regulations will be available on line at the DHSS website, or by contacting Barbara Knapp at 465-3358 public comment period will be open through July 21, 2003. There will be two public hearings: July 15 a face-to-face hearing will be held in the Frontier Building Room 890 in Anchorage. The applicant must be enrolled at an accredited postsecondary educational institution. Colleges and universities must be accredited by their authorized regional, state and/or national accrediting association. Religious postsecondary educational institutions must be accredited, and course hours must be transferable to three non-religious postsecondary educational institutions. A letter confirming course hour transfer must accompany the application. Tribal postsecondary educational institutions need not be accredited, rather recognized by the Secretary of Education.
