L ITERATURE R EVIEW H ISTORY OF N ATIVE E DUCATION IN A LASKA
Schooling for indigenous peoples has historically tended to be imposed imperialism designed either to assimilate indigenous people into an alien dominant culture and/or to keep them in a second-class status (Reyhner, 2000) . Education and the American Indian:The Road to Self-Determination , 1928-1973, provides an excellent history up to the time of the 1969 Kennedy Report ( Indian Education:A National Tragedy A National Challenge ) by the U. S. Senate Special Subcommittee on Indian Education. Since that report, the failed policies of the federal government toward Native Americans are generally blamed for many of the problems experienced by Native Americans in school. Jon Reyhner, a professor of American Indian/Alaska Native studies and tireless researcher, writes: Schooling as a formal institution for Indians started with missionaries, and teachers in missionary schools were at least as interested in salvation as in education (Reyhner, 1989) . Self-Governance Act Implementation. smarcus@usgs.gov New Sacred Sites Policy. The USGS created a new manual chapter to help it implement Executive Order (EO) 13007, Indian Sacred Sites. The purposes of the EO are to "protect and preserve Indian religious practices" by accommodating use and protecting the physical integrity of American Indian or Alaska Native sacred sites. The USGS continues to stress to its employees the importance of respecting sacred sites, the need to obtain permission to enter Tribal lands, and the value of notifying Federal land-managers of their intended field studies. The USGS participated in three inter-Tribal meetings, hosted by the Department of the Interior's Office of American Indian Trust; one of these meetings was held at the USGS headquarters building in Virginia. mmontour@usgs.gov American Indian Program Council (AIPC). The USGS has participated in the American Indian Program Council through a member of its Central Region Mineral Resources Team. The AIPC is an interagency team of Federal representatives who meet quarterly to discuss and resolve issues involving recruitment and retention of Indian employees in Federal service. The USGS formed a Recruitment Team that is visiting Indian and other institutions to encourage students to pursue careers in science with the USGS. The Southwest Strategy is a commitment by Federal agencies involved in natural resources management to collaborate with each other, the public, and Tribal, State, and local governments to maintain and restore the cultural, economic, and environmental quality of life in Arizona and New Mexico Arizona and New Mexico have large expanses of public and Tribal lands intermingled with private lands, fast growing metropolitan centers, scarce water resources, unique cultural resources, diverse and fragile ecosystems with numerous endangered species, and many competing demands on public lands and water resources. The Strategy will address community development and natural resources conservation and management within the jurisdictions of the involved Federal agencies. It will be scientifically-based, legally defensible, and feasible.

This Digest presents suggestions for addressing selected issues in the education of AI/AN students with disabilities. Issues include preparation and recruitment of special educators and related service providers, the rights and responsibilities of parents, development and use of culturally and linguistically appropriate assessments, and education in the least restrictive environment.

    to Protect Children from Lead Paint Poisoning
    Consumer Education, Warning Labels Aimed
    at Reducing Cases of Lead Paint Poisoning May 14, 2003
    Law 0308 Juneau - Attorneys General from 50 states and jurisdictions have finalized an agreement aimed at educating and warning consumers and families about the risk of lead paint exposure during repainting and other home renovation work, Attorney General Gregg Renkes announced today. The agreement, reached between the state Attorneys General and the National Paint and Coating Association (NPCA), requires paint manufacturers to affix warning labels on paint cans and provide consumer education and training, alerting consumers to the hazards of lead paint exposure and how to avoid it. "We believe that meaningful warning labels will substantially reduce the number of lead poisoning cases, especially relating to children," Attorney General Renkes said. "This agreement will help educate families and consumers about the potential dangers associated with a home improvement project." While lead paint has not been manufactured or sold since 1978, it still presents a serious health risk to adults and, especially, young children who are exposed to dust or occupy homes during renovations.

  • What is a Court Case?
    Introduction There are four levels of courts in the Alaska Court System, each with different powers, duties and responsibilities. Alaska has a unified, centrally administered, and totally state-funded judicial system. Municipal governments do not maintain separate court systems. The four levels of courts in the Alaska Court System are the supreme court, the court of appeals, the superior court and the district court. The supreme court and the court of appeals are appellate courts, while the superior and district courts are trial courts. Jurisdiction and responsibilities of each level of court are set out in Title 22 of the Alaska Statutes. The supreme court and the superior court were established in the Alaska Constitution. In 1959, the legislature created a district court for each judicial district and granted power to the supreme court to increase or decrease the number of district court judges. In 1980, the legislature created a court of appeals. The chief justice of the Alaska Supreme Court is the administrative head of the Alaska Court System. An administrative director is appointed by the chief justice with concurrence of the supreme court. The director supervises the administration of all courts in the state.

    Term Expires August 2006 Milton B. Byrd of Anchorage was first appointed to the Commission in 1994 and was most recently reappointed in April 2003 by Governor Frank Murkowski. Dr. Byrd is President and founder of Charter College, a private, for-profit institution founded in 1985 offering certificate programs as well as two and four-year degree programs. A career postsecondary educator, Dr. Byrd has held faculty positions at Indiana University and Southern Illinois University; and held administrative positions at Southern Illinois University (associate dean of instruction), Northern Michigan University (vice-president for academic affairs) and Florida International University (provost). Dr. Byrd was also the president of Adams State College in Colorado and Chicago State University.     Space Weather studies the environmental dynamics of "geospace": the active (and sometimes stormy) region above the Earth's lower atmosphere including the ionosphere (which often reflects AM radio waves back to Earth) and the magnetosphere (home of the Van Allen radiation belts and the environment of many spacecraft including the numerous geosynchronous satellites used for communications and other applications.)
