    Counties in the United States
    Counties in the USA are considered geographical subdivisions of the states in which they are part of. While the various states have differing practices, it is almost universal that counties are not considered self governing municipalities like cities, villages and towns. One of the most complete studies of counties was researched by John H, Long and Gordon DenBoer in the "Atlas of Historical County Boundaries" The ISBN number for the Illinois volume is 0-13-366402-3. These usually are hard to find, check your local reference library. If you can, visit the Newberry Library in Chicago, one of the most complete centers of contemparary knowledge in the country. By my count there are 3143 Counties, Parishes or Independent Cities in the USA. There are a few oddities to be considered. The District of Columbia has no county government. The District was carved from the states of Maryland and Virginia. The Virginia portion was ceded back to Virginia in the mid 1800's. Prior to this what is now Arlington VA was Arlington County of the District of Columbia. The eastern section (from Maryland) was Washington County. Some time after Arlington was given back to Virginia the Washington County structure was abolished.

    January 1999 - FINAL REPORT - These survey results were prepared by KPMG LLP , 601 West Fifth Avenue, Suite 700, Anchorage, AK 99501, (907) 276-7401 Table of Contents Executive Summary Purpose KPMG was retained by the Legislative Budget and Audit Committee to conduct an external survey to determine whether the State of Alaska (State) offers competitive wages and benefits in comparison with other Alaskan employers and selected employers in the Northwestern United States. A description of the employers surveyed and survey methodology is included on pages 5 through 14. Methodology A private survey was conducted to determine market salaries for 82 benchmark jobs within the State, accounting for 3,032 State employees. Two hundred organizations were approached to participate in the survey, and 68 (34%) responded. This information was supplemented with information from published survey data for an additional 10 benchmark jobs, pertaining to another 140 State employees. These benchmark jobs are identified on pages 6 and 7. The data is presented as both a percentage of the market median and the market weighted average as discussed on page 15. Summary Conclusions Overall, State wages and benefits are extremely competitive with the external markets surveyed (as adjusted for Alaska cost of living, see page 11). As described more fully on pages 16 through 21 combined salary and benefits are at or above the upper range of what is considered to be the market for the benchmark jobs. A summary of the conclusions are as follows:

    The Alaska State Flag
    M ore than 30 years before Alaska was to become a state, the Alaska Department of the American Legion sponsored a territorial contest for Alaska children in grades seven through twelve. A flag was needed to represent the future state of Alaska and somebody thought it would be a good idea to tap into the creativity of these kids. C ontest rules were circulated throughout the Alaska Territory in January, 1927. The rules stipulated that the first stage of the competition would take place at a local level. Each town would set up a panel of judges that would determine the ten best local designs and forward these to Juneau where the final competition would take place.     S everal interesting concepts were represented, and eventually rejected, in the submissions reviewed by the Juneau Flag Committee. All of these concepts were rejected as too specific to one or another certain aspect of the vast Alaska Territory. A couple of designs centered around Polar Bears. One design displayed a Polar Bear on an iceberg. Another had a Polar Bear balancing at the top of the globe. Others depicted imagery representing the fishing and mining industries of Alaska. Some centered around the territorial seal.

    BIOLOGICAL AND CHEMICAL TERRORISM - IS ALASKA PREPARED?
    The terrorist attacks of September 11 have heightened public interest and awareness of the potential for terrorist attacks of all types, prompting some to question whether our nation and our state are prepared for attacks involving chemical and biological substances. The answer is that Alaska and other states have taken many steps in past years to prepare for such an attack, but common sense dictates that these be reevaluated in light of the recent attacks. "Federal, state, and local governments have been preparing for several years to prevent and respond to potential acts of bio-terrorism and chemical terrorism," said Major General Phil Oates, commissioner of the Department of Military and Veterans Affairs and Alaska National Guard Adjutant General. "Several years ago, local, state, and federal agencies realized that the United States was vulnerable to chemical and biological terrorist attacks." Oates said. "Experts recognized that chemical and 'germ' warfare research, developed by the U.S., U.S.S.R. and other countries prior to 1973, had become available to terrorist organizations. This concern was heightened after the fall of the Soviet Union, and there was suddenly a stockpile of all types of weapons there for the taking."
