The Alaska Mental Health Board is composed of 12 to 16 members appointed by the Governor, at least half of whom must be mental health consumers or family members. The Board is the state planning and coordinating agency, for purposes of federal and state law, relating to the state mental health program. The primary purpose of the Board is to help ensure an integrated comprehensive mental health program by planning and advocating for the service needs of persons with mental illness in the state.

FAQs Who can attend school? Alaska state law guarantees a tuition-free education through twelfth grade to all children between the ages of 6 and 20. The law also requires children to attend school between the ages of 7 and 16, and may require attendance beginning at age 6 if a child has been enrolled in first grade at a public school for more than 60 days. Back to Top How are Alaska's schools governed? The seven-member sets education policy with the following mission: “to help ensure that young children arrive at their first day of school ready to learn and that all students succeed in their education and work, shape worthwhile and satisfying lives for themselves, exemplify the best values of society, and are effective in improving the character and quality of the world around them.” The Board also sets state academic content and performance standards; establishes minimum high school graduation requirements; approves annual lists of school construction and major maintenance projects and publicizes and puts into action regulations governing programs that operate under Title 14 of the Alaska Statutes, including public schools, early childhood and child care programs, and state libraries and museums. State Board members are appointed by the governor, and the Board appoints an advisor representing the military community, a student advisor, and a student advisor-elect.

JUNEAU - Governor Frank H. Murkowski today appointed seven new members to the Alaska State Board of Education and Early Development, including retiring Education Commissioner Shirley J. Holloway. The other members named were Anchorage resident Esther J. Cox, Juneau resident Patsy DeWitt, Delta Junction resident Richard Mauer, Soldotna resident Sylvia J. Reynolds, Point Hope resident Rex Rock and Anchorage resident Tim Scott. By Alaska statute, the Board of Education appoints the Commissioner of Education and Early Development and subject to the approval of the governor. "Alaska's educational needs have always been unique compared to other states. I truly believe that these unique challenges can be met, while fulfilling our commitment to better educate our children," said Murkowski. "I appreciate the willingness of these new board members to take on the challenges faced by the state, the education community and our children. "I am especially pleased that Education Commissioner Shirley Holloway will be a board member. I value her experience and wisdom and believe that she will be a guiding light for Alaska's education system. I know she was looking forward to retirement and spending more time with her grandkids, and I appreciate her commitment to public service," Murkowski said.

Term Expires June 2005 Bobette D. Bush of Aniak was first appointed to the Commission in 1993, and most recently reappointed in April 2003 by Governor Frank Murkowski. A career K-12 educator, Ms. Bush retired from her position in 2002 as the superintendent of the Kuspuk School District in Aniak, Alaska. Her professional experience includes 11 years of teaching, serving as curriculum coordinator and curriculum staff development director in the Kuspuk School District prior to being named superintendent. Ms. Bush is a long-time member of the College of Rural Alaska Council; Bethel Broadcasting, Inc.; and the Kuskokwim College Council. Milton B. Byrd, Ph.D., Vice Chair

Term Expires August 2006 Milton B. Byrd of Anchorage was first appointed to the Commission in 1994 and was most recently reappointed in April 2003 by Governor Frank Murkowski. Dr. Byrd is President and founder of Charter College, a private, for-profit institution founded in 1985 offering certificate programs as well as two and four-year degree programs. A career postsecondary educator, Dr. Byrd has held faculty positions at Indiana University and Southern Illinois University; and held administrative positions at Southern Illinois University (associate dean of instruction), Northern Michigan University (vice-president for academic affairs) and Florida International University (provost).
