This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner.     The Alabama Reading Initiative is a statewide movement anchored by educational leaders from across the state who are dedicated to significantly improving reading instruction and ultimately achieving 100% literacy among public school students.

    The Teacher Education Education Program is comprised of a set of prescribed field experiences, entry and retention requirements, courses, and regulations designed to prepare students for state certification and successful careers as teachers. The program includes preparation for students who wish to be elementary teachers as well as those who desire to teach a student area at the secondary level. The program maintains the Teacher Education Center, a resource laboratory for students majoring in a teacher education area. Stillman College complies with requirements and rules issued by the Alabama State Department of Education for teacher certification. Published admission and curriculum requirements will be notified when necessary to reflect changes in state requirements. Retention in Teacher Education Once Admitted to Teacher Education, students are required to meet program stipulations. Failure to maintain a minimum of 2.5 grade point average, on a 4.0 scale overall, in Professional Studies education courses and in the teaching field(s) places the student on probation and jeopardizes continuance in the Teacher Education Program. No grade lower that a "C" in any EDU, EED, or SED-prefix course is permitted; in case of a lower grade, the course must be repeated. Any student who, in the opinion of the Screening and Admissions Committee is judged to have developed undesirable characteristics, academic programs or is deemed unsuitable for the professional may, after appropriate review, be dropped from the program.

    All Troy State University Dothan teacher preparatory programs have been approved by the Alabama State Board of Education and accredited by the National Council for the Accreditation of Teacher Education (NCATE). Students completing one of these programs are eligible to receive the Alabama Class B professional certificate provided they have a grade point average of 2.75 (4.0 scale) in their teaching fields, in their professional education courses, in all course work applied toward their degree, have successfully completed a comprehensive examination, and the Alabama Prospective Teacher Test. A grade of C or above must be earned in professional and teaching field courses for baccalaureate level certification. Additional curricular and examination requirements will be necessitated as new regulations are approved by the State Board of Education.
    Certification in Other States
    Students may also be eligible to receive certification in other states with which the Alabama State Board of Education has reciprocal agreements, although some states have additional requirements.     The division offers minor programs consisting of eighteen (18( credit hours in early childhood education and in elementary education for those students who have a general interest in the educational process but who do not plan to follow a teaching career. Students who wish to earn credits toward Alabama certification, however, must meet the admission requirements specified below. Students normally have junior class standing and admission to a teacher education program before enrolling in upper-division work. Policies and regulations governing the issuance of teacher certificates are under the authority of the Alabama State Board of Education. Spring Hill College cannot assume responsibility for changes in certification requirements due to changes in the Alabama State Board of Education policies and/or regulations. Changes in any teacher education program apply to currently enrolled students.

    What is the Interstate Contract?
    The NASDTEC Interstate Contract facilitates the movement of educators among the states and other jurisdictions that are members of NADTEC and have signed the Contract. Although there may be conditions applicable to individual jurisdictions, the Contract makes it possible for an educator who completed an approved program and/or who holds a certificate or license in one jurisdiction to earn a certificate or license in another state or jurisdiction. For example, a teacher who completed an approved teacher preparation program in Alabama generally will be able to earn a certificate in Georgia. Receiving states may impose certain special requirements which must be met in a reasonable period of time. If you completed an approved teacher education program and/or hold a valid teacher's certificate or license in one state and seek certification under the terms of the NASDTEC Interstate Contract, contact the teacher certification/licensure office in the intended receiving state or jurisdiction.     The Alabama Professional Education Personnel Evaluation Program (PEPE) addresses the resolution adopted by the State Board of Education in July, 1988 establishing policies and procedures requiring the development of a professional education personnel evaluation system in each local school system. However, in the event that any local board of education does not develop such an evaluation system, it is required to use the evaluation system developed by the State Department of Education. The research-based criteria used in the evaluation of professional education personnel were developed by a task force who represented superintendents; supervisors; elementary, middle, and secondary principals and teachers; business/industry; parents; school boards; higher education; specialty areas; and professional organizations and associations.

    This report provides information on the numbers and types of novice (first-year) teachers employed by Alabama school
    systems in 1999, and on the ratings they were given by the principals who evaluated them through the Alabama Professional
    schools. Data from the PEPE Program are an important indicator of teaching quality and therefore can be a powerful tool for
