Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Background Information
The Association of Teacher Educators (ATE), through its Commission on Early Childhood Teacher Education (ECTE), and the National Association for the Education of Young Children (NAEYC) jointly developed these guidelines to inform decision-makers about certification standards for teachers in programs serving children from birth through eight years of age. The purpose of this document is to ensure that all young children and their families have access to qualified early childhood teachers by guiding teacher educators and policymakers to (1) make informed decisions about early childhood teacher certification, (2) evaluate existing teacher certification standards, and (3) advocate for more appropriate early childhood teacher certification standards.
Development of the Guidelines
Several hundred early childhood and teacher education professionals participated in developing these guidelines. The following individuals constituted the ATE Commission on Early Childhood Teacher Education and contributed to and guided the development of these guidelines: John M. Post Office Box 1033 Alamo, CA 94505-7033 Re: Corporal Punishment Dear Mr. Riak: Dr. Richardson requested that I respond to your letter dated August 14, 1997, concerning corporal punishment in public schools in the state of Alabama. Ala. Code §§ 16-28A-1 through -5 (1975), requires each local board of education to develop a written policy on student discipline and behavior. Pursuant to this statute all teachers and administrators in each classroom are expected to maintain order and discipline and are thereby given the authority and responsibility to use appropriate means of discipline, up to and including corporal punishment, consistent with local board of education written policies. Ala. Code § 16-1-24.1 (1975) requires local boards to adopt and make available to all teachers, school personnel, students, and parents/guardians, at the beginning of the school year, a code of student conduct developed in consultation with teachers, school personnel, students, and parents/guardians. The code shall include, but not be limited to, specific grounds for disciplinary action and procedures to be followed for acts requiring discipline. Consistent with these state laws, corporal punishment should only be administered in compliance with a written discipline policy adopted by a local board of education.

Local teacher among nationally board certified
Alabama ranks 11th on the list of states with the most National Board Certified Teachers this year. During the 2003 school year, 181 Alabama teachers achieved the teaching profession’s highest standards, creating a record number of teachers in the state with National Board Certification.
Among them are Caryn Hyatt of Cleburne County Elementary School.
It is the fourth consecutive year Alabama has ranked among the top ten states with having the most cumulative National Board Certified Teachers (NBCTs).
The addition of the 2003 class brings the total number of teachers, who are certified by the National Board for Professional Teaching Standards (NBPTS), to 632. A record number 8,200 teachers from all 50 states and the District of Columbia earned the prestigious credential, surpassing last year’s total of 7,800. There are a total of 32,130 National Board Certified Teachers in the United States.
Gov. Bob Riley said, “The strengthening of teacher quality not only addresses improved student achievement, but also the recruitment, identification, retention, and compensation of highly qualified educators.

Unfortunately, there is no evidence to support the claim that standardized tests predict who will be a good teacher.
