Alabama does not recognize homeschooling as a separate legal option. Homeschoolers in Alabama must educate their children according to the provisions set forth in this legislation and therefore, most find "covering" or "umbrella" schools which will oversee their homeschooling programs and answer to the state. The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

This Commission comes under the State Board of Education. It establishes Education Standards for firefighters including amount of hours required for training and test that Firefighter are required to have to become a Firefighter I, Firefighter II, etc.. Advisory Board to the Alabama State Fire College This Board helps set up courses to be taught on the Fire College Campus and where and what courses to be taught in the field. Alabama Joint Fire Council Which is made up of 3 members from each of the following organizations Alabama Fire Chiefs Association, Professional Firefighters Association, Alabama Volunteer Firefighters Association and Alabama Firefighters Association. The purpose of the Joint Fire Council is to promote unity, cooperation, and goodwill among organizations with a direct interest in the fire service in Alabama. To take particular aspect of the Alabama fire service. This council reviews all Fire Laws and/ or Bill pertaining to the Fire Service of Alabama. National Volunteer Fire Council The purpose of the National Volunteer Fire Council shall be: to formulate and promulgate programs useful to the fire/emergency services of the United States; to represent the interests of the member state fire/emergency organizations at the Congress of the United States and with various federal agencies involved with the preservation of life and property; and to do all other things designed to better preserve the lives and property of the citizens of the United States, thereby fostering good will and fellowship among the members of the fire/emergency services in the United States.

Export Control Laws in the University Setting. For more than twenty years, the federal government has regulated the export of certain technologies for reasons of national security or for the protection of trade. These restrictions are enforced by the Department of State through its International Traffic in Arms Regulations (ITAR) and by the Department of Commerce through its Export Administration Regulations (EAR). A common misconception concerning these regulations is that they do not apply to universities. In fact, universities are not exempt from these regulations, although in certain circumstances universities may fall within important exemptions to the regulations. The purpose of this article is to provide an introduction to the nature of the export control laws and to their applicability in the university setting, with particular emphasis on the exemptions that may be available as a safe harbor from the burdens of regulatory requirements. Both ITAR and EAR apply to a broad range of technology in the fields of science and engineering, including many of the types of work that faculty and research staff at UAH conduct. Items that appear in those regulations may not be exported without a license issued by the cognizant agency.

Schools as Living Systems
Corporations and institutions are transforming their organizational systems to make them more flexible and responsive to changing conditions. They are moving from functioning as rigid bureaucracies to envisioning themselves as living systems. They are creating fluid structures and systems of accountability that empower knowledge workers to do their best work. This often means defining the outcomes and removing the rules and procedures that may stand in the way of discovering better alternatives for new challenges. Such change frees people to self-organize within their organization and network with outside organizations to achieve results. In the drive to transform a good organization to a great one, as Jim Collins (2002) posits in his bestseller , it is essential to "get the right people on the bus." Regardless of whether the economy is weak or strong, the war for talent continues as employers seek the right people who are essential to success. Good people always have choices. The knowledge workers with the least choice in current society may be those working in public education. Federal, state, and local laws and policies, as well as public dictates, constrain the system and limit the decisions educators and school boards can make.
