Adult and Community Education Program Adult Education programs provide opportunities for adult learners to improve skills in reading, writing, mathematics and communications. Diagnostic testing identifies individual needs and, as a result, an individualized education plan is designed to help learners reach their educational goals. Delivery methods are tailored to meet the needs of the learners. Methodologies range from one-on-one tutoring to group instruction and normally feature computer-based training. Multimedia approaches are being increasingly utilized to aid in individual development. Interactive group instruction and peer tutoring are frequently employed. Classes are held in a variety of locations to meet learner's needs. These locations range from full-time adult learning centers to junior and technical colleges, schools, churches, and libraries. Over half of all classes are conducted outside public school facilities. Adult education programs are increasingly being offered in cooperation and coordination with local community-based groups, expanding the effectiveness of both segments. Alternative Sentencing
In many cases, judges are realizing that a requirement to successfully participate in a rehabilitation program which includes adult education may be more effective than a jail sentence for many offenders, and are increasingly using adult education as a sentencing option. In many local programs effective coordination between the criminal justice system and adult education providers has demonstrated that this is a viable alternative.

Auburn, Alabama Extension educators and their community collaborators are increasingly being held accountable for results. They need to know how to evaluate their programs and effectively communicate results to stakeholders. This article reports the design and results of a statewide training in parent education evaluation in Montana, using the National Extension Parent Education Model (NEPEM). It provides a useful example of how evaluation training can be conceived, carried out, and evaluated by Extension professionals. The National Extension Parent Education Model (NEPEM) and The Alabama Children's Trust Fund Evaluation Manual In 1992, a team of specialists in the Cooperative Extension System noted that a national parent education model that pulled together critical parenting practices did not exist. In collaboration with family life specialists throughout the nation, the team reached agreement on a model summarizing core categories and the critical parenting practices emerging from them.

Summary of 1999 Funded State Improvement Grant Applications
August 1999 ALABAMA Abstract or Conceptual Framework for State Systemic Change
Improving the Performance and Success of Alabama's Students with Disabilities The areas that need improvement for students with disabilities in Alabama can be summarized as:
    • Poor academic performance. High dropout rate. High suspension and expulsion rate. Inadequate numbers of teaching and service personnel to fill some critical positions.
To address these critical needs, the state of Alabama is submitting a proposal for a State Improvement Grant to the United States Department of Education, Office of Special Education Programs (OSEP). The five year project is a systems change effort at the four following goals:
    • To improve reading skills of students with disabilities. To improve the numbers of students with disabilities who drop out. To reduce suspensions and expulsions for the students with disabilities.
To reduce special education teacher turnover and increase the numbers of fully credentialed teachers. ALABAMA Basic Information
