CURRICULUM AND INSTRUCTION
Health Education
I n 1997, the State Board of Education adopted the Alabama Course of Study Health Education (1997), a detailed policy document that outlines course requirements, standards, and curriculum for health education authorized by State Code (2001). State Code (2001) requires health education to be taught in the elementary grades as determined by the State Board of Education.

HIV, STD, and Pregnancy Prevention Education
The Alabama Course of Study Health Education provides the course requirements, standards, and curriculum for HIV education, which is to occur in grades 5 -12. State Code (2001) specifies that "any program or curriculum in the public schools in Alabama that includes sex education or the human reproductive process shall, as a minimum, include and emphasize" abstinence as the only method that will prevent HIV, STD, and pregnancy. Among other requirements, the state also mandates the inclusion of statistics on the reliability and unreliability of various forms of contraception. Instruction must also include an emphasis that "homosexuality is not a lifestyle acceptable to the general public and that homosexual conduct is a criminal offense under the laws of the state."

NEA Study Finds Investment in U.S. Public Schools Lagging as Education Needs Rise
Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

AARC's affiliate, the Alabama Association of Area Agencies on Aging (A4A) provides support for senior citizens.
One of the most visible programs provided by the regional councils is the Aging Program. Nine (9) of Alabama's thirteen (13) area agencies on aging (AAA) exist as divisions or departments of regional councils. These aging programs have service areas that mirror the regions and form a comprehensive, coordinated service delivery system for older Alabamians. Through this network, the regional councils act as advocates for the population over 60. Services are coordinated for senior citizens using state, federal, and local resources. Duties include assessing the needs of the elderly, coordinating the needed services, keeping the elderly informed of current events affecting them, and acting on their behalf to maintain their independence and quality of life. To achieve these goals, the area agencies on aging administer and provide the following services:
  • Nutrition - Over 350 senior centers are operated throughout Alabama to provide hot, nutritious meals for senior citizens on a daily basis. In addition to serving balanced lunches, these centers provide consumer information, nutrition education, health and welfare programs, and recreation for some 30,000 participants. Some centers also deliver a limited number of lunches to older people who are home-bound.
