Siegelman originally announced 6.2% proration cuts in early February. The Alabama Association of School Boards and other plaintiffs filed a lawsuit claiming that cuts to K-12 public education violated Alabama children's constitutional right to an adequate and equitable education system. Montgomery County Circuit Court Judge Tracy McCooey sided with the plaintiffs, and gave the Governor and legislators several days to come up with a solution before making her order effective. Just before the deadline arrived, the Alabama Supreme Court froze McCooey's order. The Supreme Court has since refused to clarify its actions. The lawsuit has been appealed. Meanwhile, the Alabama Legislature convened in a special session to deal with the education budget crisis-but could not achieve consensus on the issues at hand. Attorney General Bill Pryor has stated his opinion that K-12 education employees' salaries are protected from proration by Alabama law. He has recommended placing the majority of the cuts on higher education institutions, which also receive funding from the Education Trust Fund. Siegelman had previously indicated that he would follow Pryor's advice.

Alabama Boards Merge Because of the Internet

The Athens Board of REALTORS® has merged its MLS into the neighboring Huntsville MLS in Alabama to take advantage of the LIST-IT Internet Multiple Listing Service (MLS) system, a system designed by Huntsville technology services provider, Solid Earth . The company focuses on real estate information systems and analytical geographic information system (GIS) applications. With the addition of almost one hundred new agents from the merger, the Huntsville MLS now serves just under one thousand agents in nine counties in North Alabama and Southern Tennessee, an area of over 5,600 square miles. Athens is a City of just over 18,000 people located in Limestone County which has an estimated 1998 population of just over 62,000. Athens is part of the Huntsville Metropolitan area and is approximately 20 miles west of Huntsville.

We are a nationally-recognized clearinghouse for information and advice to keep evolution in the science classroom and "scientific creationism" out. While there are organizations that oppose "scientific creationism" as part of their general goals (such as good science education, or separation of church and state), NCSE is the only national organization that specializes in this issue. When teachers, parents, school boards, the press and others need information and help, they turn to NCSE.

Alabama Professional Education Personnel Evaluation Program The Alabama Professional Education Personnel Evaluation Program addresses the resolution adopted by the State Board of Education in July, 1988 establishing policies and procedures requiring the development of a professional education personnel evaluation system in each local school system. However, in the event that any local board of education does not develop such an evaluation system, it is required to use the evaluation system developed by the State Department of Education. The research-based criteria used in the evaluation of professional education personnel were developed by a task force who represented superintendents; supervisors; elementary, middle, and secondary principals and teachers; business/industry; parents; school boards; higher education; specialty areas; and professional organizations and associations. This website contains manuals, forms, surveys, and other materials used in the Alabama PEPE program. The teacher and principal evaluation systems are currently available as state models. Other PEPE systems have completed field testing and are being revised or refined for implementation in 2002. These systems include: assistant principals, central office administrators, counselors, psychologists/psychometrists, library media specialists, speech pathologists and special education teachers of students with severe disabilities.
