Who We Are The Alabama Council of Community Mental Health Boards was incorporated in 1972 and initially consisted of 25 members. Today the Council is comprised of 35 Mental Health and Substance Abuse Agencies including the 22 Regional Mental Health Boards incorporated under Act 310. The purpose of the Council is to act as a liaison between its members, the Federal Government, the State Legislature, and the Alabama Department of Mental Health and Mental Retardation. The Council offers continuing education workshops and conferences for its members and for social workers, psychologists, counselors, nurses, teachers, consumers, family members, and other mental health professionals.

Homeschoolers in Alabama must educate their children according to the provisions set forth in this legislation and therefore, most find "covering" or "umbrella" schools which will oversee their homeschooling programs and answer to the state. Particulary read the Definition and Purpose of Articles when making a self determination of the educational statutes. Statutes that contain exemptions are as follows: 16-28-3, 16-28-7, 16-28-8, 16-4-16, and 16-40-1. See below.

CERTAIN LAWS AND STATE BOARD RESOLUTIONS THAT PERTAIN TO CHURCH SCHOOLS IN ALABAMA (Excerpts from Code of Alabama 1975 to 1982)
Section 16-28-2 Purposes of article. The purposes of this article are to secure the prompt and regular attendance of pupils and to secure their proper conduct, and to hold the parent, guardian or other person in charge or control of a child responsible and liable for such child's nonattendance and improper conduct as a pupil, and to effect these purposes the chapter shall be liberally construed and the courts and those charged with the enforcement of its provisions are vested with a wide discretion in its administration. (School Code 1927, §321; Code 1940, T. 52, §317.)
Section 16-28-3 Ages of children required to attend school; church school students exempt from operation of this section. Every child between the ages of seven and 16 years shall be required to attend a public school, private school, church school, or be instructed by a competent private tutor for the entire length of the school term in every scholastic year except that every child attending a church school as defined in Section 16-28-1 is exempt from the requirements of this section, provided such child complies with enrollment and reporting procedure specified in Section 16-28-7. Admission to public school shall be on an individual basis on the application of the parents, legal custodian or guardian of the child to the local board of education at the beginning of each school year, under such rules and regulations as the board may prescribe. (School Code 1927, §301; Code 1940, T. 52, §297; Acts 1956, 2nd Ex. Sess., No. 117, p. 446, §3; Acts 1982, No. 82-218, p. 260, §4.)

Skip to Recent Events Historical Background In 1991, the Alabama Coalition for Equity (ACE) and the ACLU of Alabama , filed suits challenging the state's education finance system on adequacy and equity grounds. The cases were consolidated and went to trial in 1992. The trial court's 1993 liability decision, ACE v. Hunt , held for plaintiffs on both the adequacy and equity claims based on the state constitution. A remedy negotiated among the parties and ordered by the court, in ACE v. Folsom , included performance-based education, professional development, early childhood programs, inclusive special education, and equitable and adequate funding to be fully funded within six years. The Alabama Supreme Court upheld the liability order in Opinion of the Justices (1993), but vacated the remedy order in 1997 ( Ex Parte Governor Fob James Extraordinary Order to Dismiss In 2002, the Alabama Supreme Court, on its own initiative, in an extraordinary order, re-opened the case, which it had affirmed on four previous occasions, and, in May 2002, years after its appellate jurisdiction had expired, dismissed the case Other Advocacy Strategies Although Alabama education advocates no longer have a court victory to support their efforts, they have launched
