THE DOT STATUS REPORT 2. Making Air Traffic Control Safer and More Efficient 2.1The FAA should develop a revised NAS modernization plan within six months that will set a goal of the modernized system being fully operational nationwide by the year 2005; and the Congress, the Administration, and users should develop innovative means of financing this acceleration.
  • A plan for accelerated modernization has been developed. It is embodied in the draft of Version 3.0 of the National Airspace System architecture recently circulated within the FAA. Implementation of the modernization plan is dependent on receiving adequate funding during the next 8 years. Further discussions on architectural modernization are underway between the FAA and representatives of the aviation industry. Planning is also underway for the FAA's Flight 2000, a program to demonstrate and validate a substantial set of capabilities and associated benefits leading to the NAS modernization and continued implementation of free flight. A two-week planning session was completed and coordination with industry is in progress. Current efforts include establishing the metrics and certification issues plus training and integration requirements. A draft policy letter has been developed in partnership with industry to promote low cost weather data link systems for general aviation aircraft.

1. Hong Kong International Airport Expansion Plan
The Airport Authority (AA) is further developing Hong Kong Chek Lap Kok International Airport to meet its ultimate design capacity of 87 million passengers and 9 million tons of cargo annually by 2020. This expansion plan focuses on the USD2.6 billion SkyCity project, which is located opposite the existing passenger terminal building in the airport’s northern commercial district.
SkyCity
SkyCity includes a covered coach station for cross-boundary and tourist traffic with air-conditioned waiting lounges; airline check-in facilities; 30,000 square meters of retail and entertainment facilities; and up to two office blocks totaling 30,000 square meters in area, including the Airport Authority's (AA) Headquarters, in the initial phase. There will be a total of 90,000 square meters of office space when completed.
In March 2004, AA invited bids to supply and install a new Automated People Mover (APM) and a baggage handling system. During April 2004, AA requested expressions of interest from hotel developers for the construction of a 1,000-room hotel.

This advisory circular (AC) provides guidance to sponsors of airport projects developed under the Airport Improvement Program (AIP) to meet the requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Pl 91-646, as amended) and the Regulations of the Office of the Secretary of Transportation, 49 CFR Part 24.
a. Background. The Federal Aviation Authorization Act of 1994 (Pub. L. 103-272, 108 Stat 745 ) authorizes the AIP which provides Federal assistance for airport development and noise compatibility programs. Title 49 Code of Federal Regulations Part 24, "Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs", (49 CFR Part 24), implements the Uniform Act on FAA programs. Sponsor land acquisition and relocation assistance programs shall comply to this regulation on any Federally assisted airport project funded under the AIP. b.
