But sustaining that progress is not without its costs, he added. Thomas W. O'Connell, assistant secretary of defense for special operations and low-intensity conflict, said in his prepared statement that for the U. S. Special Operations Command to continue to gain momentum in the war on terrorism, it must modernize and transform. And he said USSOCOM will use $6.546 billion its share of the President Bush's fiscal 2005 budget request — to do so.

Assessing the Dynamic Terrorist Threat The September 11, 2001, attacks on the United States illustrate the difficulty of forecasting new and emerging trends in terrorism. Planners and policymakers must prioritize U.S. counterterrorism activities amid a constantly evolving field of potential adversaries. The Air Force Research Laboratory (AFRL) experiment to study solar activity from Earth orbit, the Solar Mass Ejection Imager (SMEI), launched in January 2003 from Vandenberg AFB on the Air Force Space Test Program's Coriolis mission spacecraft, has accomplished a major milestone observing its first Earth-directed ("halo") coronal mass ejection in May.
A very bright and fast (~2000 km/s) mass ejection observed by SMEI on May 31. The ejection is observed within the field of the sunward camera out to a distance of 45 deg., about 1/2 AU, from the sun. Credit: Air Force
Built as a proof-of-concept imaging experiment and designed specifically to detect, track and forecast the arrival at Earth of coronal mass ejections (CMEs), SMEI has "seen" over a dozen spaceward-pointing ("limb") CMEs since launch. With this major step of its mission achieved, SMEI is helping scientists better understand, and predict with longer lead-times, the harmful solar effects on spacecraft. The most important source of space weather at Earth, CMEs are vast clouds of plasma (ionized gas) and magnetic fields that periodically erupt from the sun. CMEs trigger geomagnetic storms potentially injurious to satellite electronics, disrupt communications, increase radiation doses for astronauts and high-flying aircraft, and damage ground-based power-generating equipment. If CMEs are more fully understood and accurately forecast, steps can be taken to mitigate their effects on space assets.

    THE UNITED STATES AIR FORCE MUSEUM
    near Dayton, Ohio is the oldest and largest military aviation museum in the world. The Museum uses both chronological and subjective layouts to tell the exciting story of aviation development from the days of the Wright brothers at Kitty Hawk to the Space Age. Exhibits include over 200 aircraft and missiles, plus family oriented and historically interesting aeronautical displays. Over one and a half million visitors from around the world come to Ohio each year to tour this unique free attraction.
    Location.
    The entrance to the Museum is on Springfield Pike at historic Wright Field (Gate 28-B), Wright-Patterson Air Force Base, six miles northeast of Dayton. I-70 travelers should exit at Ohio Route 4 south towards Dayton 8 miles to the Harshman Road exit. Those on I-75 should exit at Needmore Road, east six miles. Route 4 drivers exit at Harshman Road and follow signs to Springfield Pike. (Alternate access from I-70 via Exit 44/I-675.)

"We just can't afford the exposures, and so those who give us better solutions, that's where we're going to put our business," Gilligan says. Gilligan, former Energy Department CIO, has discussed security most often with executives at Microsoft. "They are the biggest supplier to the Air Force, and my attempt has been to encourage them to set an example," he says.
