It’s interesting you mention the conflict over road travel with farm machinery.
I have lived in the farming community for almost 20 years and have always respected the rights of farm equipment to “share the road”. But even when dealing with a “properly operated CAFO” (which I believe is an oxymoron since I have not seen even one) that has 3,000 dairy cattle as several in southern Michigan confine, we are talking in excess of 35 million gallon of liquid feces and milkhouse waste that must be transported and disposed 5,000 to 7,000 gallon at a time.
If they do not spread on frozen ground and only in the spring, summer and fall (7 months) and 5 days a week allowing for rain days and Sundays, this means that these manure haulers will make about 37 trips each day from just one facility to spread the waste.
What once was a minor (and accepted) invconvience is now a safety issue. These drivers are not required to have hazardous waste licenses and I don’t belive they even need CDLs since they are classified agriculture. We have already had several collisions in the area. And in many cases, these waster haulers are travelling major highways at well below the posted speed and in darkness.

State efforts seek to protect farm tradition
Focusing concern on a tradition that sustains state

Wisconsin is losing family farms at a rate of three or more per day. How does this loss of farms affect the economy? Rural communities? According to the Wisconsin Farm Bureau, over 500,000 citizens derive employment from producing, processing or marketing agricultural products. The agricultural industry contributes $14.2 billion - 16% of all income generated in the state. In 1999, Wisconsin farmers produced and marketed milk, crops and livestock valued at $5.59 billion. Dairy production accounts for 57% of farm receipts. Clearly, maintaining Wisconsin's agricultural strength will maintain Wisconsin's economic strength. However, looking at the economic contribution of farming paints only part of the picture. Farms are a part of Wisconsin's history and culture. The health of local communities has been built on rural families, connected to the land and to the civic and spiritual life of the community. Analyzing the economic and public policy factors that have contributed to the current crisis in Wisconsin agriculture is complicated. Global and national trends and policies have led to agriculture that is more industrialized and more controlled by major players.

"Working Landscapes in the Midwest: Creating Sustainable Futures for Agriculture, Forestry, and Communities," will take place Nov. 8-9 in Delavan, Wis. Participants can register by calling Marin Byrne at 612-870-3436, or by downloading a registration form from the conference Web site, www.workinglandscapes.org . More information can also be found by emailing wlinfo@iatp.org . The $150 fee includes five meals during the two-day event. Rooms can be reserved at the resort by calling 1-800-338-5253. African American Life in the Rural South, 1900-1950

During the first half of the twentieth century, degradation, poverty, and hopelessness were commonplace for African Americans who lived in the South's countryside, either on farms or in rural communities. Many southern blacks sought relief from these conditions by migrating to urban centers. Many others, however, continued to live in rural areas. Scholars of African American rural history in the South have been concerned primarily with the experience of blacks as sharecroppers, tenant farmers, textile workers, and miners. Less attention has been given to other aspects of the rural African American experience during the early twentieth century. African American Life in the Rural South, 1900-1950 provides important new information about African American culture, social life, and religion, as well as economics, federal policy, migration, and civil rights. The essays particularly emphasize the efforts of African Americans to negotiate the white world in the southern countryside. Filling a void in southern studies, this outstanding collection provides a substantive overview of the subject. Scholars, students, and teachers of African American, southern, agricultural, and rural history will find this work invaluable.

Rural Urban migration and Quality of Life
Change in land use can produce a change in quality of life for those living within the landscape. This alters the attractiveness of living in the countryside compared to urban life and so affects the net migration between urban and rural locations. Changes in migration flows alter demand for housing and jobs which in turn effect pressures for land use change. This cycle is represented in the diagram below. Households may stay in either the urban or the rural habitat and, independently, may work in either. In the case of both decisions, they may move if and only if the housing and job availability constraints permit. When residence and work are in different habitats, commuting results and the costs of this are included in the quality of life index. The majority (by far) of models dealing with choice of residence in relation to work assume migration depends on the prospect of work, so the risk of unemployment is an important factor in the decision. Few people in a modern western economy move between town and countryside without definite employment prospects. Movements are much more likely to be based on expectations of quality of life, including the effect of different housing and commuting costs on real income and leisure time. A differential in perceived quality of life between habitats stimulates demand for housing in the preferred one and this puts up prices. The result is a divergence in quality of life assessment among the different economic categories of households as paid-for quality of life declines because real income declines in relation to increasing costs.
