Rural life was never better (AFR 29 August 2001) Successful farmers do not need more regional aid, maintains Michael Moore Today, the Deputy Prime Minister, John Anderson, will unveil yet another multimillion-dollar rural assistance program. Yet it is ironic that, after governments have extended greatly increased assistance to farmers and the bush generally, national and state political parties face increased threats from independents in rural electorates. Never mind the growing opportunities available to young people on the land. Consider the lower than average rate of unemployment (6.0 per cent) in agriculture and growing reports of shortages of labour. At its Outlook 2001 forecasting conference, ABARE predicted the net value of farm incomes to increase by 29 per cent in 2001-02. This reflects much more than good seasonal prospects and comes after an increase in farm gross domestic product of almost 25 per cent in the previous six years. NSW farmers are enjoying their best returns in more than a decade and, as NSW Farmers Association President, Mal Peters, recently pointed out, the improvements can partly be attributed to the very deregulation that some farmers complain about. This is hardly surprising. After all, with the expansion in Asian markets and improved productivity, rural exports have increased in real terms by more than 50 per cent in the 1990s and most prices have also improved.

Europe’s Common Agricultural Policy: A threat to birds
However, BirdLife’s scientific studies from the last 30 years have shown that 70% of the 173 different priority bird species which are dependent on farmland habitats in Europe are endangered. Many of them were once common: Skylarks ( Alauda arvensis ), Red-backed Shrike ( Lanius collurio ), Corn Bunting ( Miliaria calandra ), White Storks ( Ciconia ciconia ) and even Tree Sparrows ( Passer montanus ) in some countries. This dramatic decline is clearly associated with the Common Agricultural Policy (CAP) which over the last 40 years has stimulated changes in land-use in Europe that have had a devastating effect on bird populations, other wildlife and natural habitats. The European Union’s Common Agricultural Policy (CAP) has encouraged more intensive and specialised farming through a system of production-related subsidies and export support. It fails to provide a sustainable farming system which protects nature and wildlife. Our current agricultural system damages the environment and our quality of life and does not offer value for money to the European consumer and taxpayer. We all currently pay for our food

Jane Adams focuses on the transformation of rural life in Union County, Illinois, as she explores the ways in which American farming has been experienced and understood in the twentieth century. Reconstructing the histories of seven farms, she places the details of daily life within the context of political and economic change. Adams identifies contradictions that influenced relations between children and parents, men and women, and bosses and laborers, and the changed structures of power within the larger rural community. Adams's engaging study traces the changing national and international context within which American farmers have operated yet maintains a focus on the farm families themselves, primarily by drawing on their unique oral histories.

Introduction
The "Quality of Life" fifth framework programme is based around six key actions aimed at enhancing the quality of life of European citizens and improving the competitiveness of European industry. Key action 5 (KA5) of this programme aims to fulfil this objective by improving "the sustainability of European agriculture, forestry and fisheries" . The key action invites research proposals in the fields of sustainable agriculture and fisheries, non-food uses of biological material, forestry and forest industries, support to common policies, and rural development.
This publication is a description of projects selected under the first four RTD evaluations of key action 5. The projects selected from the fourth evaluation, which took place in December 2000 are still undergoing negotiation and these are indicated in the respective sections of the text.
The first call for KA5 was published on 6 March 1999 and resulted in two evaluations in July 1999 and December 1999, while the

Our Mission "Through research and education, improve understanding of the factors affecting change and policy choices at the rural/urban interface " The Problem Setting Competition for resources at the rural-urban interface presents continuing public policy challenges. The need is to better understand the economic, environmental, resource, legal and human issues that affect rural-urban communities. Objective information is critical to reducing misunderstandings between rural and urban citizens and policy makers. Some key issues are:

The role of the Swank Program in Rural-Urban Policy is to develop and lead a diverse research and outreach program focused on selected priority issues. What We Do While the list of important issues at the rural-urban interface is vast, Swank Program resources are currently directed at the following issue areas: Multi-Jurisdictional Approaches to Growth Management - In Ohio, growth management is undertaken by separate political jurisdictions even though growth pressures can be regional in nature. There are historical and legal reasons for these independent efforts, but most local officials agree that cooperation or collaboration on growth issues could be of mutual benefit. The Swank Program is exploring the efficacy of multi-jurisdictional approaches for dealing with certain growth issues.
