About WAIBL
What is WAIBL? One of The Corporate Council on Africa's most successful programs is the West Africa International Business Linkage Program (WAIBL). WAIBL, a USAID funded program, focuses on increasing commercial partnerships between businesses in the US and West Africa. These relationships can take many forms including export/import agreements, joint ventures, and equity partnerships. WAIBL focuses primarily on the ECOWAS region. WAIBL Results: To date, WAIBL has assisted in facilitating transactions (import/export or joint venture partnerships) totaling more than $US 75 million
  • The U.S. Export-Import Bank has approved 36 WAIBL transactions in Ghana, Mali, The Gambia and Senegal valued at more than US$36 million. 70 transactions secured competive financing without a loan guarantee. American companies have signed memorandums of understanding with West African governments and private companies in the housing and telecommunications sectors.

IFC Activity
Despite a difficult economic and political environment, IFC maintained a strong presence in the region , completing projects with significant development impact in particularly challenging countries and sectors.
In FY03, IFC committed 21 projects in 13 countries in the Sub-Saharan Africa region for a total amount of $167 million, including $26 million mobilized from banks participating in IFC loans. IFC's total committed portfolio for the region as of June 30 was about $1.7 billion.
IFC supported leading investments in conflict-affected countries, including:
  • Democratic Republic of Congo, where we provided a second round of financing for the expansion of the leading cellular telephone operator ; and
  • Angola, where we made an investment in a new microfinance bank , which represents IFC's first postwar investment in the country.
  • In sectors suffering from the global recession, IFC supported regional firms that continued to grow and invest.

    The Africa Policy Information Center (APIC) supports the growth of international trade and investment between the United States and Africa. These ties should be developed in ways that contribute to sustained improvements in the lives of the African people as a whole, especially those in poor and marginalized communities. We are particularly committed to supporting policies that help African low-income producers receive fair treatment in all trade dealings, including treaties, existing and new trade regimes, financial and monetary programs, presidential initiatives and local, state, and federal legislation. Closer economic ties between the United States and Africa should be shaped to create an enabling environment for small and micro-enterprise producers and sellers in Africa, in order to promote broad-based economic growth. This requires investment in accessible physical and social infrastructure, expanding access to capital and technical assistance. New trade and investment initiatives must expand African competitiveness and access to U.S. markets. African workers must be assured that trade and investment will increase employment opportunities which provide a liveable wage and human working conditions. Ensuring respect for labor rights and environmental protection is crucial. We support the principles and practices of the Fair Trade Movement and believe they should be adopted by small, medium, and large U.S. investors in Africa. The Fair Trade Movement promotes international trade based on economic justice.
