Hendrik Roelofsen, new Director of ITC’s Division of Technical Cooperation Coordination, speaks about the organization’s programme “Increasing Africa’s participation in development aid procurement”. Q Why is ITC bringing African business and international aid communities together? A ITC’s involvement in promoting local aid procurement evolved from our intra-African trade promotion programme. This programme reflects a commitment by the organization to make a major effort to change the business community’s attitude, both within Africa and outside the continent, towards African producers and consumers. There is considerable potential for trade expansion in Africa that is not being exploited. ITC identified several barriers against this expansion: a faulty but widespread perception that Africa is an exporter or producer of only a few primary commodities; a lack of transparency and information within the trade environment throughout the region; and lastly, a credibility gap or an anti-African bias that was sceptical of the capacity of African producers to supply quality materials at competitive prices. The experience we gained from ITC’s intra-African trade promotion programme led us to believe that there would be merit in bringing international aid agencies closer to African suppliers. Currently, African suppliers are not tuned in to the needs of the aid agencies and there is a credibility gap on the part of the agencies vis-à-vis the capacity of Africa to supply. There is a general belief that African producers cannot supply the same quality materials at competitive prices.

Most Americans perceive that poor countries do not get a net benefit from international trade, and support giving poor countries preferential trade treatment. A strong majority supports lowering trade barriers with poor countries on a reciprocal basis.
Americans perceive that poor countries are not getting a net benefit from international trade. Asked in the October 1999 PIPA poll to evaluate international trade for "people in poor countries" on a scale of 0-10, the mean response was 4.74meaning that on average, the negatives of international trade were viewed as outweighing the benefits for poor countries. Only 32% of respondents said they thought that trade was more positive than negative for the poor. [ Americans show high levels of support for various ideas for extending the benefits of globalization to poor countries. An idea currently under discussion at the WTO for giving poor countries preferential trade treatment received strong support in the PIPA survey, even when it was suggested it might threaten some American jobs. [

Executive Summary
Retail Sales in the Macroeconomic Context
Rapid population growth and improvements to GDP and GDP per capita were drivers behind growth in retail sales over the review period. The depreciation in the value of the rand during 2000 and 2001 also served to cushion South Africa somewhat from the impact of a weakening world economy.
The economy was not wholly immune to global trends, however, and sales growth in 2001 was undermined by the downturn in the US economy and shaken consumer confidence in the light of the events of 11 September. Performance in 2000 had been promising, after the dismal decline in retail sales growth experienced in 1998 and 1999 in the aftermath of the Asian economic crisis.
Retail Infrastructure
The number of retail businesses rose slightly in both food and non-food over the review period, owing to increased numbers of grocery and convenience stores, particularly those joining franchise operations. In non-food retailing, the mobile telecoms boom in South Africa encouraged growth in the number of specialist retailers catering for this new demand.
Although neighbouring African countries saw a move towards large format stores and one-stop shopping, South Africa saw a trend towards convenience shopping in the later years of the review period. Major retailers planned fewer large format stores and instead most were achieving growth through franchising and buying out smaller independents.

I. INTRODUCTION

The International Economic Law chapter of the ASIL Electronic Resource Guide for International Law (ERG) offers an overview of electronic resources in this dynamic and evolving area of law. The emphasis will be on Internet sites from such sources as international and regional organizations, non-governmental international entities and government agencies. Some online subscription/commercial services will also be addressed where appropriate. The electronic resources highlighted in this guide are primarily English-language sites, although many are multi-lingual. The exponential growth of quality electronic resources, both free and subscription, precludes any guide from being truly comprehensive. This chapter aims to present the researcher, whether the academic, practitioner or international business person, with an introduction to important and current sources of information for international economic law.

AFRICAN HORSE SICKNESS IN SOUTH AFRICA
Purpose 1. To advise of a prohibition on the importation from South Africa of horses following an outbreak of African Horse Sickness. Background 2. There has been an outbreak of African Horse Sickness in horses kept within the African Horse Sickness Surveillance zone of the Western Cape Province and approximately 40km from the African Horse Sickness Free Zone established in accordance with Commission Decision 97/10/EC which is the only area in South Africa from which horses are permitted to be imported into the EU.. 3. The presence of this disease in the surveillance zone of the Western Cape Province is liable to constitute a serious danger to equidae in the Community.
