ID: Added: 2002-06-25 16:03 (Ottawa) Modified: 2003-06-23 14:14 (Ottawa) International Trade and Gender in East Africa The international trade agenda now being negotiated under the auspices of the World Trade Organization (WTO) does not often reflect African concerns. This is partly because in Africa, analytical capacity and negotiation skills on WTO issues are lacking. The balance of rights and obligations in the multilateral trading system therefore favours the developed countries and the full costs and benefits of global integration for Africa are not internalized in the agreements. In Africa, the range of issues and concerns raised at the negotiations are driven by the interests of the private sector and the narrow policy making circles. The broader social issues such as that of the implications of trade and trade agreements on gender are rarely given any attention. This project aims to widen the range of concerns which African policy makers bring onto the agenda of the WTO. Focussing on the three East African countries of Kenya, Tanzania and Uganda, it will analyze the gender implications of the new trade regimes. It will employ the macro, meso and micro analytical framework essentially to capture the inter-sectoral and segmental linkages, and its attendant dynamics. Given the methodological complexity involved, it will also analyse the policy process and the role of women therein as well as how some of the intermediate social institutions constrain or support women and men's ability to respond to the new trade incentives presented by the WTO rules and those of other agreements.

Introduction
From 1980 to 1996 Africa's share of international trade more than halved. The value has not been falling, but in many years it has been almost stagnant. From 1990 to 1996 African goods exports grew by only 2% on average, at a time when the average for the whole world was 7% and for Asia 10%. So while African goods exports represented 5.9% of world exports in 1980, by 1990 the share had slumped to 3% and by 1996 it had fallen even further to 2.3%. There is a considerable amount of debate about these questions. Optimists suggest that the international trading system could rejuvenate economic growth by providing various incentives for domestic restructuring in the countries concerned, as well as through the stimulus to world trade as a whole. The pessimists say that Africa will suffer from the Uruguay Round.

A fashion show was part of the event. Despite Africa’s importance as a supplier of raw material, it accounts for less than 2% of the world’s leather trade. ITC seeks to increase Africa’s share, especially in the production and trade of finished leather goods, which accounts for over half the value of trade in the leather sector as a whole. Opportunity to build skills and alliances
ITC’s programme of technical assistance for the leather sector culminates every two years in an eight-day event called ‘Meet in Africa’. The emphasis of the project, organized for members of the African leather sector, is on training, networking and marketing. The second Meet in Africa, which registered close to 2,000 visitors from all over the world, was held in Casablanca, Morocco, from 25 September to 2 October 2000. At the event, 361 companies from 38 countries exhibited their products, and participated in conferences and seminars. In addition, ITC organized 750 one-to-one buyer/seller meetings to facilitate business negotiations between African enterprises and also with overseas companies active in the sector. The event also saw the first General Assembly of the African Leather Federation (AFLAI), created as an ITC initiative at the first Meet in Africa event in Cape Town, South Africa, in November 1998.
