Many people may still recall the hand of fate that propelled me to the leadership of Nigeria, against my personal wish in 1976. At the end of that period, it made no sense to even imagine that I would find myself at the helm of affairs again. The government, they said, was not being transparent since it had failed to involve local media and the country at large in the drafting of the bill. In a joint statement, the International Federation of Journalists (IFJ) and the International Press Institute (IPI) said wider participation in drafting the bill was vital for a "democratic and open society". The government spokesman, Zemedkun Tekle, told IRIN that three sessions ­ two organised by the government and one by the Ethiopian publishers' forum ­ had debated the new law. "We have stressed time and time again that we were ready to discuss this issue," he told IRIN.

GEOGRAPHY: Nigeria has borders with Niger to the north, Chad (across Lake Chad) to the northeast, Cameroon to the east and Benin to the west. To the south, the Gulf of Guinea is indented by the Bight of Benin and the Bight of Biafra. The country’s topography and vegetation vary considerably. The coastal region is a low-lying area of lagoons, sandy beaches and mangrove swamps, which merges into an area of rainforest where palm trees grow to over 30m (100ft). From here, the landscape changes to savannah and open woodland, rising to the Central Jos Plateau at 1800m (6000ft). The northern part of the country is desert and semi-desert, marking the southern extent of the Sahara.
Government: Republic since 1963. Gained independence from the UK in 1960. Military regime from 1983-1999.

In 1898, one the toughest opponents of French expansion, Samori Turay, is finally defeated after 20 years of resistance. Samori's state was based in the highlands of the upper Senegal and Niger Rivers. In 1904, the west African territories were all reorganized and came under the control of what was called the Government General of French West Africa.
By 1905, France had completed the occupation of central Africa through the relatively peaceful policies of the explorer Savorgnan de Brazza. Instead of military might, he established French dominance through a series of treaties with local rulers in the Congo basin region. In 1910, these territories were put under the Government General of Equatorial Africa.
Meanwhile, the British complete the conquest of the Asante kingdom in two campaigns, in 1895 and 1900, and annex it as part of the Gold Coast colony. In 1903, the armies of the Sokoto caliphate and the city state of Kano are defeated in turn. These regions are annexed to the British colony of Nigeria The rapid expansion inland of these relatively small European-led armies (both French and British) was based on the power of the new generation machine guns now in use.

General Information About the CSVR
Background Information
The Centre for the Study of Violence and Reconciliation (CSVR) was initially launched in January 1989 under the name of the Project for the Study of Violence. The CSVR has since expanded to become a multi-disciplinary unit, engaging the services of sociologists, psychologists, criminologists, social workers, lawyers, educationalists, historians, etc. - all under one roof. The Centre currently has a staff of 40 full-time employees (26 of these are women), and accommodates a number of additional contract workers, interns and volunteers. The CSVR is a multi-disciplinary institute concerned with policy formation, implementation, service delivery, education and training , as well as providing consultancy services . So although the centre functions with many different departments as outlined here, its strength lies in being able to harness the different skills and expertise from the different departments into delivering a comprehensive and integrated service to organisations and the community. The CSVR also operates its own Trauma Clinic providing counselling services for both victims and perpetrators of violence. As such, in its fields of violence, reconciliation and conflict management, and in its ability to integrate many different disciplines in this field, the CSVR is unique in the world.

At independence, the Nigerian government consisted of three ethnic states united in a federation. Each state was controlled by a single dominant ethnic-based party. 1960/late One of Nigeria's first independent political acts was to join with Liberia and Togo in the "Monrovia Group" which advocated at most an extremely loose organization of African states. By this time, the northern Northern People's Congress (NPC) controlled the federal government, while violence in the western region forced the dominant party there, the Yoruba "Action Group" (AG), to split in two. . Elections triggered violence in the western region, where Igbo civil servants of the Hausa- dominated federal government represented authority to the Yoruba population. . The Nigerian army staged its first coup. Rioting broke out against the Igbo minority in the north and nearly 30,000 died. . Igbo survivors of the northern violence fled back to the southeast and formed the independent state of the Republic of Biafra. The Nigerian government refused to yield control over the oil-rich southeast region, and the Biafran War ensued.
