SABAWOON Relaunched

In response to political and economic situations, the explosion of ethnic conflict and the devastation of Afghanistan, especially the city of Kabul, the editorial board of SABAWOON Journal published the first issue of SABAWOON on October 21, 1993, in Fountain Valley, California. The journal was launched when Afghanistan was going through the period of civil war (1992-1996) and the country was divided between various warring factions and warlords. The journal was published with the aim of providing accurate and independent information to its readers in the United States, Canada, Europe, Australia, Afghanistan, Pakistan, Iran, the Middle East and East Asia.

It's a small group of volunteers funded by donations from individuals and European governments One of SPACH's main activities is awareness-raising. The Society publishes a `library series´, focussing on one particular monument or site. It is published in the main national languages, Pashtu and Dari, as well as in English. SPACH also publishes a newsletter in the three languages, and it has been instrumental in getting Afghanistan's Ministry of Information and Culture to launch a magazine called Farhan or Culture. Children
SPACH has published several books for children to increase their awareness of the country's cultural heritage. In Afghanistan itself, children's knowledge of the nation's rich cultural heritage is almost just as limited. The educational system is only beginning to be revived after years of war and mayhem. In areas controlled by the Taliban, culture and most other subjects have had to make way for the memorisation of the Koran. Under Taliban policy, girls are officially barred from getting an education. SPACH is also trying to raise awareness among children particularly among Afghanistan's huge refugee population, which numbers over 3 million - nearly one in five Afghans. In refugee camps, villages, towns and cities in Iran and Pakistan, a second generation of Afghans is being born. Their knowledge of Afghan culture is limited to the songs and stories of their parents.

Efforts are being made to disarm local militias Of all the challenges facing the new Afghanistan, taking away the guns is the greatest. As long as armed militias continue to exist, they threaten the authority of the central government of Hamid Karzai, and all attempts to create a new national army. The United States and Japanese governments have already pledged $95m to cover the costs of disarmament, demobilisation and reintegration of Afghanistan's many fighters. Most were armed to fight the 10-year-long Soviet occupation, which began in 1979. It is estimated that between 1986 and 1990, about $5bn worth of weapons were sent to the mujahideen, including laser-guided Stinger anti-aircraft missiles. Now, 13 years later, the post-Cold War world is considering how to take those arms away. Proliferation of arms But even in the past year, the number of weapons in circulation has risen again, this time due to the international coalition, led by the United States, providing arms and cash to their local allies.
