Adult Education Opportunities
There are continuing education opportunities for Foreign Service employees and family members both overseas and in the Washington, D.C. area. A certain posting may offer more after-hours leisure, employment options for spouses may be limited, or it may be a time when you want to progress professionally or personally. This paper builds on the material in Education Options for Foreign Service Family Members to help those who want to take advantage of an opportunity to continue their education. Education should be seen as a lifelong process, not something that is confined to the young. Some reasons you might decide to continue your education are to:
  • Get a Bachelor's or an advanced degree.
  • Complete work on an interrupted degree.
  • Gain work-content skills.
  • Change careers.
  • Keep up-to-date in your field.
  • Keep a professional license current.
  • Learn more about a particular subject.
Overseas, there may be college catalogues, course directories, guides to independent study, and other reference materials available in the Community Liaison Office. Other places to look for information include the guidance office of the American school, a student advising center, a Fulbright Office, or, in some countries, local public or university libraries. Lifelong learning and educational opportunities for adults are important principles of Norwegian educational policy. The aim is to provide suitable conditions in order to strengthen the competence of the adult population. Updated and new competence is necessary to improve competitiveness and increase flexibility in a changing working life.  New competence can give individuals greater freedom of choice and possibilities to realise their wishes and needs.  A major challenge in the years to come will be the work involved in implementing the Competence Reform. The reform shall aim to meet the need for new or changed competence on society, in the workplace and by the individual. The Competence Reform embraces all adults and is based on interaction between several actors. The Norwegian Parliament (Stortinget) has decided that adults shall have a statutory right to primary, lower secondary and upper secondary education. The right to upper secondary education has been put in force from autumn 2000, while the right to primary and lower secondary education was implemented in August 2002. Considerable efforts have been made in recent years to improve educational opportunities for disadvantaged groups through adult education. This particularly applies to adults with especially weak schooling, various groups of physically disabled persons, adults with reading and writing difficulties and adult immigrants.

Transitions
More than 40 percent of working-age adults in the United States lack the skills and education needed to succeed in family, work, and community life today. By strengthening practice and policy, NCSALL helps these adults gain an opportunity to achieve their full potential. Connecting Research and Practice to Strengthen Programs A federally funded research and development center focused solely on adult learning, the National Center for the Study of Adult Learning and Literacy (NCSALL, pronounced nick-saul) is a partnership of the Harvard University Graduate School of Education World Education Rutgers University Portland State University in Oregon, and the Center for Literacy Studies at the University of Tennessee in Knoxville . NCSALL’s efforts are dedicated to an important purpose: improving practice in educational programs that serve adults with limited literacy and English language skills, and those without a high school diploma.
