Adult education programs could graduate to college

Staff Writer May 21, 2004 Montgomery College will take over adult English language, literacy or general equivalency diploma classes under a proposal to transfer responsibility for those programs from the county public schools to the college. The college's Board of Trustees will vote today on a supplemental appropriation request that would earmark $2.4 million in grant money in the college's budget for the programs. If approved by the trustees and the County Council, the transfer would be effective July 1.

Adult High School ADULT EDUCATION PROGRAMS Adult high school credit classes are open to anyone who wants to complete specific credit classes for graduation. There is a fee for each class. Those students who are attending a current high school must have their counselors register them for a class. Students may earn credits in English, math, science, or social studies. The classes are held one evening weekly for fifteen weeks at the OPS Career Center. Self-supporting classes are those for which there is a nominal fee charged to the individual student. Anyone who pays the fee is eligible to register for the classes. One example is a six-week course on basic computer instruction. OPS also has special services and career planning assistance.

The Adult Education program is designed to improve educational opportunities for adult American Indians/ Alaska Natives who lack the level of literacy skills for productive employment. The Adult Education program also expands and improves existing programs for delivering adult education services, such as the GED programs and Adult Basic Education courses, including delivery of these services to educationally disadvantaged American Indian/ Alaska Native adults.
OIEP contracts with a tribe to administer the Adult Education programs. If the tribe is not administering the Adult Education program, potential applicants will be referred to the nearest Bureau of Indian Affairs Education Line office for an application and general information.
The Office of Indian Education Programs annually collects information in preparing an annual report of the Adult Education activities.

Funded by a grant from: The U.S. Department of Education, National Institute for Disability and Rehabilitation Research (NIDRR) Adult education program staff confront significant challenges of diverse learner needs, very limited resources, and fragmented support as they respond to their mission "of improving educational opportunities for adults who lack the level of literacy skills needed to be effective citizens and productive employees." This challenge is significantly increased for the estimated 30% of adult education participants with disabilities (USDE Office of Vocational and Adult Education, 1995). For many of these individuals with disabilities, adult education requires substantial modification of the typical approaches to assessment, instruction, and enrollees' responses. These modifications are required to accommodate the learner's unique needs. The purpose of this three year research and demonstration project was to provide adult educators and adults with disabilities with validated accommodations useful in instruction and assessment. These accommodations, along with information about their legal rights and responsibilities, helped the individuals meet their educational needs and successfully function in employment and community settings.

What do Adult Education students learn?

Adult Education instruction is tailored to meet the individual needs of adult students. Standardized tests identify existing skill levels, appropriate instruction, and academic gains due to instruction. Adult Education consists of these five components:
  • High School Completion: Instruction designed to fulfill the requirements for a high school diploma.
    GED Test Preparation: Instruction in language arts, math, social studies, science, and writing, to enable successful completion of a GED test.

The Community
Carcross lies halfway between Skagway, Alaska and Whitehorse on the route made famous by the gold rush of 1898. Once a fishing and hunting camp for Inland Tlingit and Tagish First Nations people, the gold rush, the White Pass and Yukon Route railway (completed 1901), and a short mining boom in the area changed the local social fabric. Today, it's the home to about 400 peoplehalf of whom are First Nations. Tourism has replaced both mine and rail as the mainstay of the local economy.
The Campus
The campus has offered basic adult education programs since it opened in 1981. It works closely with the Carcross/Tagish First Nation to help prepare its people to administer their pending land claim and self-government agreement. While core programming has remained much the same over the years, emphasis is placed on community development. Strong partnerships have formed with the Carcross/Tagish First Nation and other community groups. Local staff run the basic adult eduction programs. They meet other community needs by designing and delivering a variety of additional programs and courses. These include First Nations training, early childhood development, computer training, tourism, small business and art courses. Students also contribute to community development projects like the publication of a newspaper designed to boost tourism in the area.
