Lifelong learning and educational opportunities for adults are important principles of Norwegian educational policy. The aim is to provide suitable conditions in order to strengthen the competence of the adult population. Updated and new competence is necessary to improve competitiveness and increase flexibility in a changing working life.  New competence can give individuals greater freedom of choice and possibilities to realise their wishes and needs.  A major challenge in the years to come will be the work involved in implementing the Competence Reform. The reform shall aim to meet the need for new or changed competence on society, in the workplace and by the individual. The Competence Reform embraces all adults and is based on interaction between several actors. The Norwegian Parliament (Stortinget) has decided that adults shall have a statutory right to primary, lower secondary and upper secondary education. The right to upper secondary education has been put in force from autumn 2000, while the right to primary and lower secondary education was implemented in August 2002. Considerable efforts have been made in recent years to improve educational opportunities for disadvantaged groups through adult education. This particularly applies to adults with especially weak schooling, various groups of physically disabled persons, adults with reading and writing difficulties and adult immigrants.

Adult education in Sweden is extensive and has a long tradition. Adult
education exists in many different forms and is organized by many different operators, from national and municipal adult education, to labour market training, in-service training and skills enhancement in the workplace.
Swedish for immigrants (SFI). Municipal Adult Education
Municipal adult education (Komvux) includes basic- and upper secondary education, as well as continuing education programs. Komvux was established in 1968 to offer education to adults who lacked the equivalent of compulsory school or upper secondary school. A new curriculum for municipal adult education was introduced 1 July 1994. Basic education for adults
Basic education for adults corresponds to the regular 9-year compulsory
school. The education shall give adult students the basic skills necessary to live and work in the community, and prepares them for further study. The level at which studies begin is determined by the prerequisites of each participant. Studies are considered complete when the objectives of the individual program have been reached. Participants may choose the rate of study themselves, enabling them to combine studies with work or practical work experience.

A system for lifelong learning
Norway’s educational policy attaches great importance to lifelong learning and educational opportunities for adults. It is a priority objective for individuals to be able to acquire new knowledge and expertise to enable them to function satisfactorily in society and adapt to the rapidly changing demands of working life. Learning is understood to be something that takes place in all stages of life, in many different forms and in a wide variety of arenas. In 1976, Norway became the first country in the world to adopt specific legislation establishing the rights of all adults to education. Adult education programmes are offered within the formal educational system as well as by a number of voluntary organizations. Courses are offered in a wide variety of subjects, ranging from recreational activities to higher education exams. Adult education
There are currently 22 adult education associations consisting of more than 400 member organizations representing political partisan circles, the workforce and various religious denominations. Close to 700 000 adults participate annually in programmes under the auspices of the adult education associations. Approximately 240 000 of these take courses at the upper secondary level, while 55 000 attend university and college-level courses.

Folk High Schools
Many schools offer special introduction courses for foreigners, and a few schools offer courses specifically designed for foreigners.
Adult liberal education
Courses usually take place at the municipal schools in the late afternoon and in the evening. Courses are offered in subjects such as mathematics, history, foreign languages, art, computer instruction, sport and physical education, needlework, cooking, painting and drawing, wood- and metal work. Lectures may be offered on local history, theatre, opera, film, architecture, foreign cultures etc.
The municipalities cover two thirds of the expenses while participant fees cover the last third. This type of adult education is very popular and has around 1 million participants each year. The number of participants at the different course may vary from approx. twenty to fifty.
In the university towns, the universities offer lectures on research results by members of their academic staff at university extension courses.

A testimonial! A labor of love! This article is all of these. I have known Howard for 13 years and consider him to be my prime "mentor." It was his personal and very convincing long-distance tele­ phone call in 1967 that started me in an adult education graduate pro­gram at the University of Michigan. However, this is not intended as a maudlin reminiscence of how one person affected the life of another. It is based on the deep respect I have for Howard, on a growing apprecia tion of the impact he has had on the field of adult education, and upon the realization of how many lives he has affected. This project was begun nearly two years ago after reading an interesting write-up by Gary Dickinson in Adult Education on Coolie Verner's contri­ butions to adult education. That article stimulated my underlying feeling that the lifelong learning field would be strengthened by the evaluation of contributions made by various individuals. Howard

RECOMMENDATION ON THE DEVELOPMENT OF ADULT EDUCATION, 1976 Introduction This Recommendation, adopted in 1976, is the first international standard-setting instrument on the subject. It is general in scope and is relevant to lifelong education. Its adoption aroused definite interest.
