by Virginia Warner Brodine H AVANA, CUBA - Although suffering from both the 33-year-old U.S. trade embargo and the collapse of favorable trade relations, Cuba has bucked the global trend of poor countries eviscerating their environmental protections. With the country mired in its deepest economic crisis since Castro took power, Cuban legislators wrote environmental protection into the nationÆs constitution this year, and the government has enacted a series of measures designed to protect the islandÆs ecology. Nevertheless, the clash between a long-term interest in preserving the environment and the temptation to ensure economic survival in the short term by exploiting island resources presents Cuba with some very difficult choices. Forest protection One of CubaÆs earliest environmental protection efforts was a move toward reversing the deforestation which had reduced woodlands to 14 percent of the islandÆs total land area by 1959. Using mature reforestation methods, Cuba has increased its forested area by more than 4 percent. It has ended its old practice of clear-cutting and diminished its reliance on monoculture crops. Fifty-five percent of new tree planting is for protected areas and 45 percent for commercial purposes, including logging and the production of oils used in pharmaceuticals and paints. Inter-planting with fruit trees is becoming a common practice, with mango trees frequently sharing space with fast- growing Caribbean pines, for example. CubaÆs people have actively engaged in community tree-planting schemes around schools and other institutions and along the highways. Over one-half of the population has been involved in these planting projects.

Being an adoptive parent can be extremely rewarding. And although all parents have concerns about their child's health, adoptive parents may have some special worries. That's why being an active participant in your child's health care is just as important for the adoptive parent as for the biologic one. Gathering Information Before You Adopt
If you have an open or semi-open adoption - one where you meet the mother and sometimes the father - you should be able to get substantial health information. In an open independent adoption, you may help arrange the birth mother's prenatal care , go with her on doctor visits, and be present for the birth. You can also ask for health records through the agency or attorney who is arranging the adoption. With an older child living in this country, you may be able to evaluate health issues by spending time with him over weeks or months or by serving as a foster parent before adopting him. With international adoptions, you are likely to get a picture and perhaps a short video of the child, but health and family information may be scanty or unreliable. If you can afford it, it may be worth making a trip to meet the child before deciding to adopt him, especially if the child is older than 2 or 3 years. Before you adopt, it can help to have as much medical information as possible, such as:
