The recovery is being attributed to the passage and enforcement of environmental regulations and international agreements that reduce the emissions that produce acid rain. Emissions from burning fossil fuels steadily increased from the beginning of the Industrial Revolution in the 18th century until the 1970s. The sulfur and nitrates released into the atmosphere eventually return to the Earth as acid rain. This study provides the first conclusive evidence that international and regional agreements designed to reduce the emissions that cause acid rain, beginning with the United Nations' First Sulphur Protocol in 1985, are working. Sulfur dioxide concentrations in north/central Europe air decreased by 63 percent between 1985 and 1996, according to the report. Sulfur dioxide is converted in the atmosphere to sulfuric acid, the main ingredient that produces acid rain. The United States and Canada experienced a 28 percent decline in the same emissions between 1980 and 1995. In Great Britain, emissions of sulfur also decreased by 32 percent between 1979 and 1993.

The U.S. Environmental Protection Agency issues pollution allowances or permits that enable companies to emit sulfur dioxide (SO2). These permits are auctioned off to the public and a permit for one ton of sulphur dioxide was recently about $130. The Acid Rain Retirement Fund raises funds and bids alongside polluters for as many pollution allowances as our funds can buy. We then retire that pollution credit permanently. As we buy pollution allowances we remove that amount of sulfur dioxide from our ecosystem forever. As we retire more pollution allowances, the price will go up. Polluting companies will need to bid larger amounts of money to continue polluting. As the price of polluting goes up, companies will be more inclined to invest money in technologies that remove pollution before it reaches the smokestack. The Acid Rain Retirement Fund is a nonprofit corporation that uses 100% of the money donated to buy pollution allowances. No portion of a donor's money will be use for administrative purposes unless the donor designates it so. We seek to bid on and remove as much pollution as possible from the environment.

"They are the toughest acid rain regulations in the country," Crotty said. "Hopefully New York will become a model." Environmentalists say that in the Adirondacks alone, acid rain has created more than 500 "dead" lakes and ponds with little plant or animal life. But State Business Council spokesman Matthew Maguire said the regulations will not significantly reduce acid rain because most emissions in New York's air come from Midwestern plants. He said it will increase customers' energy bills while discouraging energy companies from doing business in New York. "This is a state that is already deeply troubled by energy issues. Upon this fire we are ladling gasoline," Maguire said.
