SCOPE OF THIS GUIDE
This pathfinder is by no means meant to be all inclusive. The sources included constitute some of the more basic resources and assistance to get researchers started. Many of the standards publications included are updated on a yearly basis so be sure to use the most updated edition. As for textbooks, I have only included some. Since there are many different textbooks by many different authors, different levels - beginning and intermediate - with different authors, I have only included a sample. Be aware that these are also updated on a fairly frequent basis.

The General Accounting Office: Just the Facts
Charles W. Schmidt
Abstract Figuring out which agency programs deserve scarce resources is in many ways the ultimate responsibility of government. The General Accounting Office (GAO), an independent, nonpartisan agency that investigates whether government programs are meeting their objectives and providing the public with good service, acts as an unbiased watchdog, free of political affiliations, to guard the public's money and make sure that it's being spent wisely. Working at the request of the Congress, the GAO has produced over 1,000 reports and publishes hundreds of testimony transcripts every year. GAO findings can play a critical role in determining how and where financial resources will be allocated. Every day in Washington, D.C., federal agencies hunker down in the trenches and barter for access to taxpayer dollars. Figuring out which agency programs deserve these scarce resources is in many ways the government's chief responsibility. It's a tough job made even more so by all the political maneuvering that goes on in the nation's capital. To help make fair decisions, the government needs an unbiased watchdog, free of political affiliations, to guard the public's money and make sure that it's well spent. That watchdog exists in the form of the General Accounting Office (GAO), an independent, nonpartisan agency charged with making sure that government programs meet their objectives and provide the public a good service. Many of the nation's most important environmental laws and programs have come under the GAO's review and emerged with a sharper focus as a result. The activities of this important agency have significant implications for the health and well-being of the public.

  • The Canadian Income Tax Act has “stop loss” rules that limit a taxpayer’s ability to claim losses in certain specific situations. A non-arm's length disposition of capital property such as a rental property, for example a transfer to a child, is deemed to take place at fair market value for Canadian Income Tax purposes. If you transfer property that has appreciated in value you will have to report a capital gain of fair market value less cost. If you appeal a Canadian income tax dispute with CCRA (the tax department) to the Tax Court of Canada and lose, a further appeal to the Federal Court of Canada is available.
