The process of economic and political reform in Russia over the past 10 years or so has resulted in dramatic steps away from a socialist society towards democracy and a market economy. These steps have been slow and painful and a long road still lies ahead. However, when the previous century is studied as a whole, it must be granted that significant progress had been achieved. There have been open elections of government officials, the emergence of legitimate private businesses, the establishment of fledgling stock and commodity exchanges, and modest, though guarded, foreign investment in the Russian economy. The death of the cold war has engendered a basis for increased cooperation between Russia and the West. THOMAS TAYLOR is Hylton Professor of Accountancy in the Calloway School of Business and Accountancy, Wake Forest University. Previous positions include Western Electric Company, Inc., Pricewaterhouse, and Arthur Andersen. Since 1990, his teaching and research agenda has included giving lectures in Russia on various accounting topics and conducting research on the process of accounting reform in Russia. A member of the Institute of Management Accountants and the American Accounting Association, he was Dean of the Calloway School of Business and Accountancy from 1980-1992.

Who was the first actor to play super-sleuth Sherlock Holmes? Not so elementary, my dear Watson, because little is known about this first cinema actor. He wore a deerstalker hat, sucked on a curved pipe, wore a cape-coat, and had a soulful expression. However, no one knows his name. This long and lean man was an accountant at Samuelson's Royal Film Agency on Corporation Street, in Birmingham, England. The identity of this accountant, turned non-professional actor, of 80 plus years ago remains at least one unsolved mystery in the history of this great detective. The basis for the Holmes' legend lies in fifty-six short stories and four novels which Arthur Conan Doyle wrote about Holmes and his faithful assistant, Dr. John H. Watson, M.D. His wife Lady Conan Doyle said he could write Holmes' stories in a room full of people talking, while riding in a train, or during a cricket match. He loved to build up his fictional characters with all their little idiosyncrasies, their strengths, and weakness, so that they became like living personalities to him and his readers.[1] This British novelist was always "the private detective, the seeker after hidden truth, the fathomer of obscure mysteries, the hound of justice upon the trial of injustice and official apathy."[2] Deductive Reasoning Sir Doyle through Sherlock Holmes was the intellectual master of the deductive methods. He did not believe in the fanciful weaving of ingenious theories miscalled intuition, nor the blind acceptance of circumstantial evidence untested by the searching light of cross-examination.[3] Lady Conan Doyle said that her husband had extraordinary powers of deduction and analysis. He had the Sherlock Holmes' brain, and Arthur sometimes privately solved mysteries that had non-pulsed the police. "He was able, through his remarkable powers of deduction and inference, to locate missing people whose relatives had given them up as lost or murdered."[4]

NCSALL Home Using Software Applications to Teach Math by Catherine Cantrell Seven years ago I was asked to join a project that focused on increasing the use of technology in adult basic education (ABE) programs. Initially I declined. I did not believe in placing basic skills students in front of computer monitors, isolated from other learners and from caring teachers. During graduate school I had observed several adult learning center computer labs where stu dents were left on their own to work through math problems, with the educational software doing most of the processing. While this method probably helps some learners, I found it to be boring and potentially pointless: the drills rarely provided a relevant context in which the students might apply their skills.

Professional Development Today
In most districts, professional development is thought of almost exclusively in terms of formal education activities, such as courses or workshops. Several times a year, school administrators release students for a half or full day and hold an "in-service" program that may or may not be relevant to teachers' professional development needs. These programs may feature experts who speak to all teachers on a "hot" topic or they may consist of a number of simultaneous workshops offered by "trainers" (recruited from other districts, the university, or the state education department), with teachers choosing the sessions they wish to attend. Teachers typically spend a few hours listening and, at best, leave with some practical tips or some useful materials. There is seldom any follow-up to the experience and subsequent in-services may address entirely different sets of topics. District activities are often supplemented by the participation of limited numbers of teachers in professional conferences, workshops offered by regional service agencies or state education agencies, and summer workshops offered by a variety of sponsors. Teachers working in categorical programs receive more of these opportunities because funding is available and special programs are provided for them by state and regional agencies. The amount of this activity depends, in part, on a district's fiscal resources. Who attends depends on the initiative of individual teachers, and on their relationship with school and district administrators, or their willingness to pay their own way.

Managing Job Queues and Using Oracle Auditing
Today you will learn about managing job queues and the Oracle auditing facility. Job queues are used to schedule jobs during off-peak hours or to schedule certain tasks on a recurring basis. The Oracle job queue facility allows you to schedule single or recurring tasks in an easy and reliable manner. The Oracle auditing facility allows the administrator to monitor or audit the system usage. Auditing is important if one or more incident has occurred to make you suspicious of the activity of one or more users. Through auditing, a record is made of the suspicious activity and can be used to track down the party at fault. Think of auditing as a way of logging activity in the system. Oracle job queues are used to divert the execution of an operation to a later time. This allows you to schedule jobs.
Managing Job Queues
New Term: A job queue is a method whereby you can schedule a PL/SQL task to run at some time in the future, or even to run periodically. The job-scheduling task can be done either graphically through the Enterprise Manager or via the Oracle job-scheduling commands. As always, you will learn about both methods here. A DBMS (Database Management System) consists of the program and utilities used to manage your data. The database is the actual data. A DBMS is used to control and manipulate a database.
A DDL (Data Definition Language) statement is used to manipulate or define the storage in the database. These statements are used to create and destroy tables, tablespaces, datafiles, and so on.
