Parallels are drawn between the alcohol and gaming industries and the application of harm minimisation strategies to "imprudent" gambling considered. The likely response of the gaming industry to such strategies is anticipated as is the need to address the structural incentives to gambling.

Introduction TEACH Wisconsin provides educational technology block grants to public school districts, Milwaukee charter schools, and secured juvenile correctional facilities, to accelerate their investments in educational technology. The grants, which are outside school district revenue limits, offer a flexible source of funds to meet the educational technology needs of each school district. Block grants may be used for any educational technology purpose excluding the salaries and benefits of school district employees. In order to receive a block grant, schools must submit a resolution to the TEACH Board annually. Requirements to Receive a Block Grant An applicant must adopt block grant resolutions annually to receive TEACH block grant funds. For common school districts and union high school districts, the resolution must be adopted at the district's annual meeting. Unified school districts, Milwaukee Public Schools, and Milwaukee Charter Schools must have their boards adopt the resolution. Secured Juvenile Correctional Facilities must have the Secretary of the Department of Corrections submit a written request to TEACH. Block grant payments for 2002-03 will be disbursed by February 3, 2003.

Forensic Accounting
When cops cuff future white collar crime suspects, chances are evidence will have been brought to light by forensic accountants trained through model curriculum guidelines developed at WVU's College of Business and Economics. The College recently received a $600,000 grant from the federal Office of Science and Technology, National Institute for Justice, in the Department of Justice. With it, the College's Division of Accounting is forming a group of national experts to create forensic accounting curriculum guidelines. Also, the College will be offering four graduate courses, based on actual fraud cases, beginning this summer. Below: Forensic Program Developers

Since the high-profile accounting scandals such as Enron, Global Crossing and WorldCom, many colleges and universities have developed stand-alone courses to teach forensic accounting, which focuses on detecting illegal financial activities. However, there are no national academic standards for these courses nor does a comprehensive model curriculum exist for forensic accounting. "Our Division of Accounting will use the grant to assemble a nationally recognized group of forensic experts to develop a model curriculum," said B&E Dean Jay Coats. "Members of the group will come from accounting firms, law enforcement such as the FBI, the Securities and Exchange Commission and other government agencies."
