Changes in political, operational, technical, commercial, economic, environmental, and regulatory factors can all impact upon the safety and efficiency of aviation. Such changes also directly affect profitability in the civil sphere, and effectiveness as a fighting force in military aviation. The aviation system is facing new demands and expectations from governments and the public. Technical developments have placed new requirements on humans in the system – people such as pilots, air traffic controllers, maintenance engineers, air safety investigators, safety managers, and human resource specialists. Increasingly, military aviation is facing the demanding challenges of international operations. The tragic events of II September 2001 and their aftermath, together with the effects of the SARS epidemic, resulted in severe economic difficulties for the aviation industry. They also revealed new threats to aviation safety and security throughout the world.

Introduction
The course brings together the considerable expertise and experience of investigators, operators and researchers to deliver a level of training that is second to none. The close relationship that has existed with the Air Accidents Investigation Branch (AAIB) since the first course ran in 1977 has now been enhanced by collaboration with the Marine Accident Investigation Branch (MAIB) and the newly formed Rail Accident Investigation Branch (RAIB). In response to the changing demands of investigation, the first 3 weeks of the course has been revised to focus on the fundamentals skills required by an accident investigator. It draws upon the experiences of air, marine and rail transport to give a balanced view of the accident investigation process. The second 3 weeks concentrates on some of the more specialized technical details of aircraft accident investigation and includes a week-long simulated accident investigation to apply the new skills learned.
Who should attend
The course is designed for those who may have to conduct, or participate in, an aircraft accident investigation. This may be in the role of official investigator for a state or as an accredited representative of a manufacturer, operator or service provider. Although the main focus of the course is the civil aviation industry, there is also considerable value for military personnel and there is always a significant military presence on the course.

The Cranfield Aviation Safety Centre together with the Air Accidents Investigation Branch, Department of Transport has run a two-month course on Aircraft Accident Investigation each year since 1977. Following discussion with the British Airline Pilots Association we devised this two-week course to specifically reflect the needs of aircrew who may be involved in the operational and human factor aspects of an accident. The aim of the course is to bring together a group of experienced people for discussion and evaluation of how accidents happen and in particular to provide them with a basic knowledge of accident investigation techniques and international procedures.
Course notes will be provided and a copy of the ICAO Manual of Aircraft Accident Investigation will be available for reference during the course.

Balloon accident investigation soon completed
The investigation of the fire and crash of a gas balloon near Kienberg (just W of Berlin) on 18. October 1997 are almost complete. Four balloonists were travelling from Bitterfeld to Fehrbellin with a gas balloon of a capacity of 1000 standard m hydrogen. They died when their vehicle crashed for reasons initially unknown. The result of the investigation by the Federal Aviation Authority (LBA) at Brunswick was that the balloon was too close to a strong radio station. Deutsche Welle has four short-wave antennas with a power of 500 kW each at the site of the accident. The balloon approached them to about 100 m. The strong electromagnetic field caused a separation of the balloon itself and the net over it, which carries also the basket. Net and basket fell down from a height of about 150 to 200 m. There was no chance to survive. The balloon itself, which had caught fire, rose after the loss of the basket and flew burning for a while until the residual gas burnt explosively. Media reports described the accident on this basis as "explosion in mid-air". This is an unjustified over-simplification. Competent sources in the Federal Aviation Authority told DWV that the hydrogen in the balloon was not the cause of the accident. To a helium filled balloon exactly the same would have happened.

Today approximately half a per cent of passenger transport in Denmark is carried by plane. More and more Danes take the plane when they are going somewhere. It is no longer a luxury available only to the wealthy few to travel by plane. In the course of the last half century, the civil aviation traffic volume has grown to become an important element in the total transport picture. The high travel speed and the falling prices have made air transport competitive, both for private individuals and companies.
The environment

The volume of air traffic is growing, and this has an impact on the environment. In spite of significant technological improvement, there are problems with both the high energy consumption of aeroplanes and noise at take-off and landing.
Nine airports serve Denmark

There are nine airports in Denmark which accommodate scheduled air services. The largest are Copenhagen Airports at Kastrup, and Billund Airport. The government owns and operates the airport on Bornholm and Vagar Airport on the Faeroe Islands. Further, there are three airports in Greenland that handle international air traffic.
Air transport regulation
Air transport is regulated by international agreements, EU regulations and the Danish Air Transport Act. The Ministry of Transport administrates the regulations together with the Civil Aviation Administration, Naviair and the Aircraft Accident Investigation Board.

The Columbia Accident Investigation Board will be departing Huntsville on Saturday, Feb. 15. Media may cover the departure at the Signature Aviation facility at the Huntsville International Airport. Retired Navy Admiral Harold W. Gehman Jr., board chairman, and the other members of the board are scheduled to depart Huntsville at about 8 a.m. CST. Media representatives will have the opportunity to cover the arrival of the Columbia Accident Investigation Board at the Signature Aviation facility at the Huntsville International Airport, on Friday, Feb. 14. Retired Navy Admiral Harold W. Gehman Jr., board chairman, and the other members of the board are scheduled to arrive at Signature Aviation at about 8:30 a.m. CST. Media should arrive and be in place by 8:15 a.m. We anticipate Admiral Gehman will be available to answer a few media questions. In addition, a pool of one still and one video photographer, to be named by interested media organizations, will have the opportunity to cover the arrival of the Columbia Accident Investigation Board at the Marshall Space Flight Center, Building 4200 entrance, at about 8:45 a.m. CST. April 10, 1989. The Deputy Under Secretary of Defense (Installations and Environment) asserted that improving aviation safety was a major objective of DoD. Military Department aviation safety programs focused on the reduction and prevention of aviation mishaps; however, aviation mishaps continued to injure people and caused property damage and losses. During FY 2000, the Services experienced a total of 57 class ilAls aircraft mishaps, which resulted in 58 deaths and 44 aircraft destroyed. A class "A" mishap occurred when the reportable damage was $1 million or more; there was total destruction of the aircraft; or an injury resulted in a fatality or permanent total disability. Wallace oversees all FAA aircraft accident investigations and all activities related to the National Transportation Safety Board. Wallace began his FAA career in 1976 as an attorney in the agency's Eastern Region counsel's office in New York. From 1991 until 2000, Wallace was the FAA's senior representative at the U.S. embassy in Rome.
