    Interview by Alvin Finkel Aurora: Woodcock: I think anarchism and its teachings of decentralization, of the co-ordination of rural and industrial societies, and of mutual aid as the foundation of any viable societies, have lessons that in the present are especially applicable to industrial societies. The anarchists, unlike William Morris and John Ruskin, have never stood in opposition to industrialization. Indeed, as many modern sociologists recognize, the best-known anarchist theoretician, Peter Kropotkin, particularly in Mutual Aid and Fields, Factories and Workshops , was a pioneer in sketching out ways in which an industrial society could be humanized through the efficient use of new techniques. Surely recent events have demonstrated very clearly the failure of state and corporate bureaucracies in organizing modern societies. State bureaucracies throughout the Communist world have shown the total inadequacy of centralized governmental production and distribution to provide for the needs of populations. In all these countries the recent relaxation of centralized state bureaucracies has demonstrated the extraordinary resilience of individual and co-operative as opposed to state-regulated enterprise. I was in China three years ago to see the extraordinary revitalization of the economy as the peasants once again took control of the products of their fields and as small co-operatives began to operate local industries and even coal mines. Almost overnight, stubborn problems of consumption were solved by the willing and spontaneous activities of farmers and artisans. In the streets of Chinese cities one saw great markets springing up, controlled by voluntary agreement between the peasants and merchants who went there to sell. These markets had no queues like those which formed in Moscow at the same period; sufficiency of consumer goods had been achieved in a very short time once the state and its centralizing agencies did not interfere.

The Collected Works of Peter Kropotkin was a sad year due to the death of our beloved friend and comrade George Woodcock, who was admired and celebrated by Canada's literati for his tremendous outpouring of work in the area of literature. A person of unquenchable curiosity whose annual output was indefatigable, whose prolific drive and commitment exhausted us younger folk when we received a letter from him indicating work in progress on another new book or subject-matter. Woodcock was an author of international renown, and an editor, poet, critic, and essayist. But in everything he wrote and said the leitmotif would always show the quest of human beings for genuine freedom and if the subject-matter on hand permitted he would also show how freedom would manifest itself in social organization through solidarity, co-operation, mutual aid. Such would be his approach whether he was writing travelogues, histories, biographies, literature. Woodcock was profoundly educated politically and consequently everything he engaged himself in was carefully selected. This approach, and philosophical perspective was not generally understood by most of his admirers in the world of the arts since most literati are politically illiterate in this day and age, unfortunately. Above all George Woodcock was an anarchist, one who enriched this movement of ideas in a very significant way. Principled yet undogmatic, he had strong positions yet was tolerate of other approaches to libertarian change. Like all well known anarchists he was not popular within the movement. He published over 140 books in his lifetime, and he probably had as many more to write.

    REFLECTIONS ON DECENTRALISM Note
    Originally published in Anarchy , October 1969 I was asked to write on decentralism in history, and I find myself looking into shadows where small lights shine as fireflies do, endure a little, vanish, and then reappear like Auden's messages of the just. The history of decentralism has to be written largely in negative, in winters and twilights as well as springs and dawns, for it is a history which, like that of libertarian beliefs in general, is not observed in progressive terms. It is not the history of a movement, an evolution. It is the history of something that, like grass, has been with us from the human beginning, something that may go to earth, like bulbs in winter, and yet be there always, in the dark soil of human society, to break forth in unexpected places and at undisciplined times.
    The fate of the Eskimo, and that of so many other primitive cultures during the past quarter of a century, shows that the old, primal decentralism of Stone Age man is doomed even when it has survived into the modern world. From now on, man will be decentralist by intent and experience, because he has known the evils of centralization and rejected them.
    Centralization began when men settled on the land and cultivated it. Farmers joined together to protect their herds and field from other men who still remained nomadic wanderers; to conserve and share out the precious waters; to placate the deities who held the gifts of fertility, the priest who served the deities, and the kings who later usurped the roles of priest and god alike. The little realms of local priest-kings grew into the great valley empires of Egypt and Mesopotamia, and overtowering these emerged the first attempt at a world empire, that of the Achaemenian Kings of Persia who established an administrative colossus which was the prototype of the centralized state, imitated by the despots of Northern India, the Hellenistic god-kings, and the divine Caesars of Rome.

    George Woodcock May 8 January 28 ) was a Canadian writer . He was very prolific, producing poetry essays criticism biographies and historical works. He is probably best known today in Canada for founding the journal Canadian Literature in 1959, the first journal dedicated to Canadian writing, still publishing today; while elsewhere in the world, he is probably best remembered for writing Anarchism , seen as one of the great overviews of anarchism (first published 1962). Woodcock was born in Winnipeg , but moved with his parents to England at an early age. The family was quite poor, but Woodcock had the opportunity to go to university in Oxford on a scholarship. However, he turned down the chance, because he would have had to have joined the clergy Instead, he took at job as a clerk at the Great Western Railway , and it was while there that he first became interested in anarchism (specifically libertarian socialism ). He was to remain an anarchist for the rest of his life, writing several books on the subject, including the aforementioned Anarchism The Anarchist Reader (an anthology edited by him; 1977) and biographies of

    Bellegarrigue appears to have left Paris very soon, for later in the year he published from Toulouse the first of his works that has survived, a pamphlet entitled Au Fait! Au Fait! Interprétation de l’Idée Démocratique ; the epigraph, in English, reads: “A people is always governed too much.” During 1849 Bellegarrigue was writing articles attacking the Republic in a Toulouse newspaper, La Civilization , but by early 1850 he had moved to the little village of Mézy, close to Paris, where, with a number of friends who had formed an Association of Free Thinkers, he attempted to set up a community devoted to libertarian propaganda and natural living. Their apparently harmless activities soon attracted the attention if the police; one of their members, Jules Cledat, was arrested, and the community then dispersed.
    Bellegarrigue returned to Paris, where he now planned a monthly journal devoted to his ideas. The first number of
