Homeland Security:
When The Phoenix Comes Home To Roost
by Douglas Valentine, May 2003
"The implication or latent threat of terror
was sufficient to insure that the people would comply."
William Colby, RIP (1)
America has been in an ideological state of siege since 11 September 2001, when the Twin Towers came crashing down, and all the moral and psychological prohibitions on the reactionary right were lifted forever. Under the aegis righteous retribution, the anger and frustration the neo-conservatives cultivated during the Vietnam War, and the degenerate Clinton Administration, was unleashed in a torrent of unabashed war mongering. Even Democrats climbed on the war wagon and four days later, on 15 September 2001, Congress, save for one glorious dissenter, gave Bush $40 billion and the authority to use "all necessary and appropriate force" against those involved (or could be said to have been involved) in the uninvestigated and as yet unexplained terrorist attacks. After the attacks, Bush embarked on his Holy Crusade. But something insidious was happening behind the scenes: with little fanfare Bush announced the formation of the Office of Homeland Security to detect, prevent, and recover from terrorist attacks, and/or "weapons of mass destruction" attacks on American soil. This obscure Office of Homeland Security was officially created by executive fiat on 8 October 2001. Less than three weeks later, again with overwhelming Congressional support, Bush signed the draconian USA Patriot Act into law, vastly expanding the domestic intelligence gathering and law enforcement powers of the government, while rolling back individual rights and protections from government intrusions. Our heartfelt gratitude goes out to all contributors! But here's a sobering thought: CounterPunch gets 70,000 visitors each day, but only 550 of you kicked in. It's not too late to support this website or buy a subscription to our newsletter, which contains fresh material you won't find anywhere else. Gold Warriors
The Plundering of Asia
By DOUGLAS VALENTINE
Gold Warriors is more than a book about Japan's "serious, sober and deliberate" plundering of Asia's treasure from 1895 until 1945, and its collusion after the war with American officials to recover and use the loot as a secret political action slush fund to promote right wing regimes: Gold Warriors:America's Secret Recovery of Yamashita's Gold is a journey into the darkest recesses of history and the human soul. Authors Peggy and Sterling Seagrave not only unravel one of the greatest crimes and cover-ups ever, they reveal something new and startling about the depths of human depravity and barbarity, and the human capacity for deceit. The book begins in 1895 with a fascinating account of the grisly assassination of Korea's Queen Min by terrorists posing as business agents of Japanese companies. The clever coup d'etat provides Japan with official deniability, and the confusion that follows provides the Japanese with a pretext for its military occupation and plundering of Korea. Japan's brutal conquest of Korea foretells how it will achieve one victory after another in Far East Asia over the ensuing 45 years. When the Seagraves claim that their lives are in danger for having written this book, they aren't kidding. This is explosive material, for they not only name the Japanese involved in Golden Lily, they name the Japanese corporations, including Nissan, Mitsui (which processed Manchurian opium into heroin in the 1930s), Mitsubishi and Sumitomo as having used American POWs as slave laborers during the war. They also name the Americans who worked with the Japanese to recover the buried loot after World War II. The Japanese had no monopoly on deceit or disregard for human suffering, and some of these Americans conspired with the Japanese to deny reparations to the POWs, sex slaves and forced laborers that survived.

While the sending of anthrax to US citizens seems to be yet another bizarre aspect of the on-going terror attacks on America, there is a precedent, and it is connected to America's on-going woes with the Arab world. The problem began in 1958, with the formation of the United Arab Republic by Egypt and Syria. To protect Israel, the CIA armed Iraq's Kurds and encouraged them to revolt and attack Syria, which was considered a Soviet pawn. In response, Colonel Abdul Karim el-Kassem overthrew Iraq's King Faisal and restored relations with the Soviets. The coup d'etat incited nationalists in Lebanon's Arab community and in May 1958, armed revolt erupted in Beirut. The US Information Agency building was burned and sacked and the ARAMCO pipeline from Saudi Arabia to Tripoli was severed. To placate King Hussein, America began selling arms to Jordan and mounting covert operations against Iraq, including an MKULTRA operation in which the infamous CIA officer, Dr Sidney Gottlieb sent, from India, a handkerchief laced with poison to Colonel Kassem.

Under Pennsylvania Governor Tom Ridge , the Homeland Security Office will coordinate 46 government agencies against terrorist suspects in the United States. Ridge will perform this function in conjunction with Bush's deputy national security advisor, Army Gen. Wayne Downing Bush Administration officials are still working out the "lines of authority" between the two new positions, but it's clear that from now on, the military is going to have a central role in domestic anti-terrorism activities. The reason for the military's prominence is simple: Bush wants to establish special, extra-legal military tribunals that can try suspected terrorists without the ordinary legal constraints of American justice. These military tribunals apparently would have the authority to execute terrorists within 30 days of their conviction. The Bush Administration denied considering a national identification card system that would empower our Big Brothers with the omnipotence required to catch terrorists before they strike. But you can be sure that some system will be devised to enable Ridge at Homeland Security, and Downing on behalf of the Pentagon, to keep track of every suspects every move."
