The cabinet-council : containing the cheif arts of empire, and mysteries of state discabinated in political and polemical aphorisms, grounded on authority, and experience, and illustrated with the choicest examples and historical observations.
London : Printed by Tho. Newcomb for Tho. Johnson, 1658.
The poet John Milton was so impressed with this short work that he organised for it to be printed for the first time in 1658. In The cabinet council Raleigh spells out the qualities needed in order to be a successful king. The people follow the example of a king, they learn with a king and get drunk with a king. It is therefore required that a king be good, wise, brave and just. These just happened to be qualities that James I was thought to lack. The tract was probably written while Raleigh was imprisoned in the Tower of London.
