Mugabe gains sweeping new powers
The bills will strengthen Mugabe's position HARARE, Zimbabwe The Zimbabwe parliament has passed two controversial bills which critics say are designed to stifle dissent ahead of President Robert Mugabe's re-election bid in March. The main opposition party immediately branded the laws a "package of fascist rules" and said it would appeal against them in court. The Public Order and Security Bill, which gives the government sweeping powers to clamp down on the opposition, was passed by acclamation and not by formal vote. "They ayes have it," Deputy Speaker Edna Madzongwe said. The bill gives the government powers to "protect public order and security and to deal with acts of insurgency, banditry, sabotage, terrorism, treason and subversion." Lancaster, PA 17603 j_joseph@acad.fandm.edu I would like to start with a crtitical observation made by Chip Coakley that especially puzzled me; let me quote his remarks: "With matters religious, ecclesiastical and missionary, Joseph is less comfortable. The reader who is told that 'after the Council of Ephesus, those who adhered to the teachings of Nestorius organized their own church' which was subsequently 'forced to move in the direction of Mesopotamia and Persia' (p. 41, a statement admittedly at variance with most of the rest of the chapter) will naturally be somewhat wary of the treatment of ecclesiastical matters later on in the book." The citation above combines two of my sentences into one and omits a part of each sentence, creating some unintended but troublesome distortions. The omitted parts of my remarks are placed within brackets: "After the Council of Ephesus, those who adhered to the teachings of Nestorius organized their own church, [establishing themselves first in Edessa. They were driven out of there soon after the Council of Chalcedon], forced to move further east in the direction of Mesopotamia and Persia."

Shell Corrections
Shell Corrections and Mean Ionization Potentials are used in Bethe-Bloch stopping for high velocity ions. In SRIM, these ions are considered to have energies above 1 MeV/amu. Applied Physics, , 1249-1272 (1999). This paper is included as an Acrobat PDF file (600 kB). Download Paper Shown below is the normal expansion of the Bethe Bloch equation. The two principle terms are the "Mean Ionization Energy", noted as <I> in equation (10), and "C/Z " which is called the "Shell Corection". Basically, the Mean Ionization Potential, <I>, is the averaged excitation potential per electron in the target. The theoretical calculation of <I> has a long history, for it is a straightforward calculation which may be done with almost any theoretical atom. Summaries can be found in several reviews [1-4] Shell corrections (usually noted using the symbol C/Z2) constitute a large correction to proton stopping powers in the energy range of 1-100 MeV, with a maximum correction of about 6%. It corrects the Bethe-Bloch theory requirement that the particle’s velocity is far greater than the bound electron velocity. As a particle velocity decreases from relativistic energies, the particle-electron collisions need to be considered with detailed evaluation of each target electron’s orbital bonding in order to obtain accurate stopping powers. Many authors have contributed to the theoretical definition of non-relativistic shell corrections, see discussions noted below

Tim Powers is a writer of extraordinary imagination and power whose books have found a broad audience that transcends the science-fiction and fantasy genres in which he is best known. Dick Memorial Award as well as World Fantasy Award, the Mythopoetic Award and the French Prix Apollo
In books like The Anubis Gates Dinner at Deviants Palace The Stress of Her Regard (1989) and the forthcoming Earthquake Weather (of which we are delighted to publish an excerpt), Powers has fashioned a unique universe at once twisted and eerily familiar. His disarmingly effective prose style and penetrating feats of imagination have justly earned him legions of loyal fans across five continents.
Powers was a close friend and confidant of the late and greatly lamented Philip K. Dick and, while stylistically very different, their work nevertheless shares many of the same concerns and a lively proclivity to subvert our everyday notions of the normal with a quirky vision that at times virtually borders on the satiric.

Equal Sums of Like Powers
Around late September 1999, I came across Jean-Charles Meyrignac's search for Equal Sums of Like Powers . Intrigued by the idea, I devised a few of my own programs to find such equations and had a good deal of success. Then I left the problem for 6 months or so only to find most of my records were beaten. However, on 9/26/2000, Jean-Charles informed me of a new attack on the problem first proposed by Greg Childers involving the so-called 'Integer Relations' algorithms. I knew NTL implemented LLL (Lenstra-Lenstra-Lovasz) and since I was already familiar with using NTL I quickly (in minutes!) put together a program using it to test its effectiveness. I was amazed at the success! Within hours I took over all the records above the 12th power. Greg Childers has further reduced these solutions. This is a major break-through on this problem. With time we can probably tune the LLL algorithm to outperform all other methods for powers greater than 6. It is exciting how fast these solutions are found. The (9,22,22) above was found in just a few minutes! Kudos to Greg Childers for pointing out the Equal Sums problem can be turned into an Integer Relation one.
I'll list various results I find here that aren't collected by their search and along with other things, share some of my ideas on how to find them.

by John Derbyshire The New Criterion home page I was actually reading one of J. F. Powers’s books when I heard the news of his death in June. I imagine there are very few people who can make the same claim: Powers’s modest body of work (two novels, three short-story collections) has been out of print for years. But for a chance encounter, I doubt that I would ever have read Powers’s work at all. For one thing I am English, with the Englishman’s ignorance of American literature—an ignorance I feel properly guilty about when among literary folk, but to the relief of which I am hindered by some strong inward resistance. The United States is supposed by foreigners, very unfairly, to be a place where people read not for pleasure but for moral instruction, not to amuse themselves but to improve themselves. The rigors of an English childhood leave us smug in the conviction that we are either above or below the possibility of improvement and are therefore out of sympathy with American literature. There is also the regional thing. Americans travel a great deal in their own country and have a strong sense of the difference between its various parts, a sense it is difficult for foreigners to acquire and internalize in the same degree. The whole mystique of the South, for example—downwardsliding gentility and upward-clawing white trash, unspeakable secrets lurking behind the magnolia blossoms—is mostly lost on non-Americans. J. F. Powers, whose stories are set almost entirely in Illinois or Minnesota, is inevitably tagged as a Midwestern writer.
