Argentina adopts emergency powers
BUENOS AIRES, Argentina (CNN) Argentine lawmakers in the Chamber of Deputies have approved emergency powers for new President Eduardo Duhalde. The sweeping emergency powers, aimed at to rebuilding the nation's troubled economy, include allowing him to devalue the peso by no longer tying its value to the U.S. dollar. Duhalde's Peronist party controls both houses of Congress. The Senate is expected to take up the economic package aimed at reversing a four-year recession on Sunday. Details of the proposal were not made public, but the value of the peso, pegged to the dollar for the last 10 years, could decline at least 35 percent, CNN's Lucia Newman reported. The economic plan also calls for reforming the banking system and regulating consumer prices. The country has a $141 billion public debt. Duhalde, Argentina's fifth president in two weeks, said in a televised speech Friday that he will move to protect Argentine industries as he tries to repair what he admitted is a "bankrupt" economy.

Dave Preikshot

B.A. (Royal Military College), B.Sc. (UBC), M.Sc. (UBC) Dave Preikshot is from North Vancouver, but escaped from Winnipeg Manitoba, where he spent a few too many years freezing his butt off in the frozen wastes of the prairies. Dave graduated high school in 1985 after meeting the required standard in Winterpeg. Namely, hunting and killing your very own polar bear, or successfully swatting one million mosquitoes, the latter was an easier task and was accomplished one August night when there was no DEET available in the stores. He served as an officer in the Canadian Navy from 1985 to 1991, where he developed a nasty habit of saying "ARRRRR" a lot, and received a BA in political science and history from the Royal Military College in Kingston Ontario in 1989. Dave was posted to both destroyers and minesweepers, while stationed in Victoria BC from 1989 to 1991. While on board Her Majesty's Canadian Ships Dave was never responsible for the accidental destruction of any expensive gear and was thus considered a prodigy. Dave left the navy in 1991 (due to the end of the cold war and everyone packing up and going home) and began a BSc in oceanography and biology at the University of British Columbia in Vancouver BC. His BSc thesis, completed in 1995, examined the energetics of sockeye salmon returning to the tributaries of the Fraser River and was under the supervision of Scott Hinch. While studying with Dr. Hinch, Dave spent the summer of 1994 helping with a field project measuring sockeye salmon energetics in the Fraser River. His military training was invaluable in helping with the construction of a potato gun at the DFO Cultus lake lab, which provided hours of maniacal enjoyment for all.

By Punkerslut The author of the American Revolution and a strong Abolitionist, Thomas Paine was a political writer who dared to ask the questions that were punishable by death. He was as much defiant of the Monarch powers that hunted him down as he was defiant of the religious powers that ostracized him from civilization. When Paine was only eight years of age, he immediately began to doubt the Bible. He had heard a sermon on atonement; the sermon described how god had murdered his only son to revenge himself when there was no other way. Upon hearing this appalling doctrine, this child of innocence and beauty the young Thomas Paine became an infidel and disagreed with the Bible. From these bright, inquisitive beginnings in childhood, Thomas Paine made great strides for the advancement of Rationalism. Research Interests
My main interest is in the development and application of quantitative methods to the study of fish population dynamics. A better understanding of these dynamics is the principal prerequisite to a wiser utilization of our renewable fishery resources. Consequently, I am particularly interested in simulation modelling techniques that can improve the scientific advice given to fishery managers on the status of fish stocks. I am involved in population dynamics research and development of risk-based management advice for various species that are harvested in the Atlantic such as billfishes, bluefin tuna, and swordfish. In recent years I have also been involved in efforts to develop the scientific basis for providing management advice that is consistent with the Precautionary Approach to sustainable fishing. Such work has evolved simultaneously in various national and international organizations, and has largely focused on the use of limit and target biological reference points in harvest strategies.

94. Ammendments Granting New Powers To Congress

Did you know that a vast majority of new ammendments have granted new (and often seemingly silly) powers to congress rather than restricting the rights of our government. In fact, of the last 14 ammendments to the constitution, 9 have granted new powers to congress. Also, a distinct change in tone is noticed in these ammendments, becoming more pronounced the later the proposal date of the ammendment. Their language suggests that the government is the guarantor of our rights, instead of the constitution. And also that the government (rather than the people) is the source of all political power. I find this trend immensely disturbing. For example, many articles seem to restrict the right of the government to do certain things, like discriminate among races or sexes with regards to voting rights, then give the congress the power to enforce them. What on earth is that supposed to mean. It's a constitutional ammendment! It's restricting the power of government. How can congress be trusted to pass laws that restrict its own power?! None of the rest of the constitution has this trust. Here are a list of ammendments granting power to congress, along with a short description of what they're for.

I Introduction This course introduces students to a uniquely American, and to some ways of thinking, an especially naive, contribution to politics: The idea that we can make political practice conform to the written word. As some critics have said, the Constitution rests on the belief that saying a thing makes it so. Stripped to essentials, it is this assumption above all others that informs constitutional law. The undeniable implausibility of the claim, however, means that what we call constitutional law is really constitutional interpretation During the semester, we shall see that most of the serious issues in constitutional interpretation arise from conflicts between our commitment to two or more positive values. There are, for example, inevitable and recurrent conflicts (despite our attempts to ignore them), between the values of order and liberty. In Justice Frankfurter's words, these conflicts illustrate "what the Greeks thousands of years ago recognized as a tragic issue, namely the clash of rights, not the clash of wrongs." In this course, we examine these clashes by considering the broader philosophical and institutional problems of the American constitutional order. I hope to show that constitutional answers to problems concerning separation of powers, federalism, and individual liberties require a coherent and comprehensive understanding of the Constitution, and of the assumptions it makes about human nature and the proper ends of government.

Troops barged into homes and seized suspicious materials. Their justification: preserving law and order. In a reverberation 250 years later, the U.S. government claims the right to impose electronic censorship on libraries and secretly seize library and bookstore records of what citizens read. The actions also are defended on legal grounds: shielding children from pornography on the Internet and protecting the public from terrorists.
