Book 6. the true test of a perfect man is the power of bearing with spirit and dignity violent changes of Fortune An examination of a constitution should be conducted in the same way . And therefore being unable to find in our day a more rapid or more signal change than that which has happened to Rome, I reserved my disquisition on its constitution for this place.... What is really educational and beneficial to students of history is the clear view of the causes of events and the consequent power of choosing the better policy in a particular case. Now in every practical undertaking by a state we must regard as the most powerful agent for success or failure the form of its constitution; for from this as from a fountainhead all conceptions and plans of action not only proceed but attain their consummation....
Of the Greek republics, which have again and again risen to greatness and fallen into insignificance, it is not difficult to speak whether we recount their past history or venture an opinion on their future. For to report what is already known is an easy task, nor is it hard to guess what is to come from our knowledge of what has been. But in regard to the Romans it is neither an easy matter to describe their present state, owing to the complexity of their constitution; nor to speak with confidence of their future, from our inadequate acquaintance with their peculiar institutions in the past whether affecting their public or their private life. I recently finished Polybius The Rise of the Roman Empire ". When I first started to wade through it I thought that I wouldn't make it. It took some effort to get through some of the digressions. but before I had gotten halfway I was enjoying the side trips as well and I was sorry to come to the end of the book. I can recommend this book to anyone who wants a good overview of the Roman Empire and the ancient world (well, more than an overview - but not as thorough as, say, Livy ). For the Christian, there is
some really helpful background on some of the prophetical chapters of Daniel. Three of the four "heirs" of Alexander are described. Hannibal , the Carthaginian , is described in sympathetic detail. Reading the accounts of his life you get the impression that he was more noble than his countrymen. Polybius " means " long-lived "; his life was "cut short" when he fell off his horse - at the age of 82. But his life seemed to have quality as well as longevity. He was one of the pivotal characters in the demise of Greek civilization as a world power. He not only reports facts but reasons as well. In fact in several digressions he chides other historians for seeing the events of history as mere coincidence or fate. Rome excelled because they were (at the time)

Roman Literature: Polybius Polybius (po-LIB-ee-us) was a rich Greek man, who was born in the Greek city of Athens, about 200 BC . When the Romans conquered his city-state , they demanded some hostages from that city. The Romans took these hostages to Rome, and they said if the city-state tried to get free of Roman rule, or did anything the Romans didn't like, then the Romans would kill the hostages. Polybius volunteered to be one of these hostages, and so he ended up spending the rest of his life living in Rome . While he was there, he spent his time writing a history of Rome up to that point. Polybius wrote in Greek , because he was Greek, and also because he wanted to help Greek people understand who these Romans were that had conquered them. In the Histories , he describes the expansion of the Achaemenid empire under its kings Cyrus the Great Cambyses and Darius the Great , culminating in king Xerxes' expedition in 480 BCE against the Greeks, which met with disaster in the naval engagement at Salamis and the battles at Plataea and Mycale. Because of the absence of romantic digressions, the History of the Peloponnesian War is less easy to read than the Histories of Herodotus , but Thucydides offers an in-depth analysis of the mechanisms of war. His description of the changing use of language has become a classic. Although he does his best to remain objective, Thucydides can not always hide his personal judgment. For example, his account of the plague at Athens in 429 slowly develops into a shocking story about moral corruption.

On pp. 302-318 and 338-352, Polybius presents his interpretation of the role that the Roman constitution played in Rome's conquest of the Mediterranean (pp. 319-337 on the Roman military can be omitted from consideration, though they form part of this discussion). Your assignment is to write a three- to five-page paper discussing the theoretical basis of his interpretation. Things you might consider:
  • What are his criteria for determining the success of a state?
  • Where does he derive the model by which he gauges the Roman constitution from, that is, what other historical situations does he have in mind when he looks at Rome?
  • What other states does he compare Rome to? On what basis? How do they fare in the comparison?
  • How well does the Roman constitution fit his theoretical model? What sort of evidence does he use, and how does he relate it to the model? Does the evidence he cites really support his position?
As always, these questions are not meant to determine how you should write your paper, but are intended to help you examine the text. The purpose of the paper is not so much to describe or analyze Polybius' interpretation of the Roman constitution per se as to consider the method by which he reached his interpretation. Polybius ca 203 BC - 122 BC ) was a Greek historian of the Mediterranean world, especially the rise of the Roman Republic , which he attributed to Roman fitness and the excellence of Roman civic and military institutions. He is most valued for his account of the Second and Third Punic Wars between Rome and Carthage. Polybius's account endeavoured to provide a universal history (his Pragmateia ) of the period between 220 BC and 146 BC , along with a prologue on Roman history from 264 BC , but unfortunately out of the forty books into which his history is divided, only the first five (covering the period up to 216 BC ) survive in total, although there are numerous lengthy fragments and epitomes from the rest of the books. The first two introductory books give a precis of events in the Mediterranean from the Gauls' sack of Rome to the First Punic War, recording the rise of the Roman hegemony. Although not impartial, he was not a Roman and his writings were intended for his fellow Greeks. Livy used him as a reference. Polybius often had excellent sources. As the former tutor of the Scipio Africanus the Younger , the famous adopted grandson of the famous general Scipio Africanus , Polybius remained on terms of the most cordial friendship and remained a counsellor to the man who defeated the Carthaginans in the Second Punic War by routing them from Spain and then defeating Hannibal himself in Africa at the Battle of Zama . The younger Scipio eventually invaded Carthage and forced them to surrender unconditionally. In a classic story of human behavior, Polybius captures it all: Nationalism, Racism, duplicitous politics, horrible battles, brutality, etc.; along with, loyalty, valor, bravery, intelligence, reason and resourcefulness. With his eye for detail and characteristic critically reasoned style, Polybius provided a unified view of history rather than a chronology.
