TINKER, CLARENCE L. (1887-1942). Clarence Leonard Tinker was the first American Indian in U.S. Army history to attain the rank of major general. One-eighth Osage Indian, Tinker was born on November 21, 1887, in Osage County, Oklahoma, the former Osage Nation, Indian Territory. Tinker, the eldest son of George E. Tinker and Sarah A. Schwagerte, received his elementary education in Catholic institutions at Hominy and Pawhuska, Oklahoma, and the Elgin, Kansas, public school. Beginning in 1900 Tinker attended the Haskell Institute at Lawrence, Kansas, but withdrew before graduating. In the fall of 1906 Tinker enrolled in Wentworth Military Academy at Lexington, Missouri. Upon graduating in 1908 Tinker was commissioned a third lieutenant in the Philippine Constabulary.
Tinker's service with the constabulary lasted until 1912 when he was commissioned into the U.S. Army as a second lieutenant. After infantry training Tinker joined the Twenty-fifth Infantry Division at Fort George Wright in Spokane, Washington. In January of 1913 the Twenty-fifth transferred to Hawaii. While stationed near Honolulu, Tinker met and married Madeline Doyle of Halifax, Nova Scotia.
During World War I Tinker served in the southwestern United States and California, rising in rank to major. In 1919 Tinker began flying lessons and soon transferred to the Air Corps. Tinker's aviation career began when he was assigned to flight duty on July 1, 1922. For the next twenty years Tinker was stationed primarily at air installations in the southeastern United States. He continued climbing in rank, becoming a brigadier general on October 1, 1940. At that time Tinker was in charge of MacDill Field, Tampa, Florida. As German armies rolled across Europe, Tinker cautioned against Japanese aggression in the Pacific. The plans he devised to protect the Panama Canal and Caribbean region became important wartime strategy.

Back To Home Clarence Major Double Consciousness: The Paintings of Clarence Major Born in 1936, he was equally inspired as a teenager by the poet Rimbaud and the painter Van Gogh. He studied at the Art Institute of Chicago Art on a scholarship (and took private lessons with Gus Nall) while in high school, and was published for the first time in 1954. During all his years of writing, for which he is principally known, Majorhas continued to paint and exhibit works on paper and canvas which tell the story of American life in visual form.
Clarence Major writes and paints the life he knows. he presents that life more abstractly in his writing than he does in his paintings, but in bothforms a sense of mystery, of not knowing why, prevails. One critic described his writing style this what: "Most ofMajor's fiction unfolds as a bewildering array of discrete bits of visual images, fragemtns of contradictory plot elements, different voices, and reflective ruminations about fiction." His lack of purity or singularity of visiom, stems from seeing himself "cubistically" as "a shifting series of public, private, and imaginary selves." But he paints wholistically. Even his earliest and most expressionist, contain entire figures, groupings, and objects which fill the pictorial space.     The "Official Plan" is the City's outline of how it wants to grow. Official Plans place an emphasis on land use planning, but ensure that economic, environment and social interests are balanced. Clarence-Rockland's Official Plan is the Official Plan of the United Counties of Prescott and Russell, adopted in December 1999. The former Town of Rockland's plan is being revised and will form part of the United Counties' plan as an urban secondary plan.
    Zoning By-Law
    A zoning by-law outlines what a parcel of land may be used for. Such by-laws also regulate lot size, parking requirements, building height. There are 2 separate zoning by-laws in Clarence-Rockland, one for each of the former municipalities.

Clarence continued to pursue learning various piano techniques through self-study and mastered skills from which he uses to compose and produce music today. In 1986, Musical Instrument Digital Interface, better known as MIDI, revolutionized the music industry throughout the world. This international standard, allowing communication of musical performance by means of digital signals, intrigued Clarence. This new development sparked his desire to collect an array of musical equipment. Clarence used his knowledge and ability to compose music. Traveling to Japan in 1990 with the Mesa Community College Choral group was definitely a highlight for Clarence. The group traveled to eight major cities and performed concerts, at which Clarence was requested to display his God-gifted talent at the piano. He performed works of classical music from Chopin, Beethoven and Bach. In addition to his trip to Japan, Clarence also received 'Music Student of the Year' for helping his fellow classmates after school hours to acquire more knowledge about music. Upon returning from Japan, Clarence's parents consented in converting two of the rooms in their home to a recording studio. This is where Clarence has since applied his mastered skills along with the equipment accumulated during previous years, to compose and produce music for many talented artists. In addition to his creating music, Clarence also manages to

    Contact: paocmn@michigan.gov Clarence C. Schnipke, 1965-1974 Major General Clarence C. Schnipke, The Adjutant General of Michigan and Director of the Department of Military Affairs, was a veteran of more than 44 years of National Guard and active military service. He was appointed Adjutant General and promoted from Colonel to Major General by Governor George Romney on 22 July 1965 to fill the position he had occupied since 9 October 1964 as Acting Adjutant General. He became the first director of the Department of Military Affairs when he was appointed Director on 18 January 1967. General Schnipke began his military career as a guardsman when he enlisted in Company I, 126th Infantry on 9 December 1930, several months prior to his graduation from Union High School in Grand Rapids, Michigan. Seven years later the then Sergeant Schnipke was discharged from the unit to accept an appointment as Second Lieutenant and assignment as a platoon leader in the same 126th Infantry Regiment. In October 1940 Lieutenant Schnipke was appointed munitions officer and assistant supply officer for the regiment and entered active military service for World War II the same month. With the 126th Infantry of the famed 32nd Division, First Lieutenant Schnipke went to the Southwest Pacific in April 1942. In July of the same year he was promoted to Captain. In January of 1943 he was appointed regimental supply officer, promoted to Major in March 1943, and served in that assignment until August of that year. Major Schnipke was then assigned as G-4 Logistics Officer for the Saidor Task Force operation in New Guinea. He left this assignment in March 1944 when he was appointed Executive Officer of the 126th Infantry.
