    Since 1992, the Thomas Jefferson Center for the Protection of Free Expression has celebrated the birth and ideals of its namesake by calling attention to those who in the past year forgot or disregarded Mr. Jefferson's admonition that freedom of speech "cannot be limited without being lost."
    Announced on or near April 13 the anniversary of the birth of Thomas Jefferson the Jefferson Muzzles are awarded as a means to draw national attention to abridgments of free speech and press and, at the same time, foster an appreciation for those tenets of the First Amendment. Because the importance and value of free expression extend far beyond the First Amendment's limit on government censorship, acts of private censorship are not spared consideration for the dubious honor of receiving a Muzzle.
    Unfortunately, each year the finalists for the Jefferson Muzzles have emerged from an alarmingly large group of candidates. For each recipient, a dozen could have been substituted. Further, an examination of previous Jefferson Muzzle recipients reveals that the disregard of First Amendment principles is not the byproduct of a particular political outlook but rather that threats to free expression come from all over the political spectrum.

When her servitude ended, Molly purchased a farm along the Patapsco River near Baltimore. and two slaves. In time she set the slaves free and married one of them, a man named Bannaky (changed from Banna Ka). They had several children, one a daughter named Mary. Mary Bannaky grew up, purchased a slave, Robert, whom she later married and lived on the family farm. On Nov. 9, 1731, a son, Benjamin, was born to Robert and Mary Bannaky. Using the Bible, Molly Bannaky taught Mary's children to read, and soon after, Benjamin would read the bible to his mother and grandmother. For those times, life was good to this little community, but work was hard, but not challenging to Benjamin. He learned to play the flute and the violin, and when a Quaker school opened in the valley, Benjamin attended it during the winter where he learned to write and elementary arithmetic. He had an eighth-grade education by time he was 15, at which time he took over the operations for the family farm. He devised an irrigation system of ditches and little dams to control the water from the springs (known around as Bannaky Springs) on the family farm. Their tobacco farm flourished even in times of drought.

JEFFERSON, THOMAS
, intellectual, statesman, and third president of the United States. Although Jefferson served as governor of Virginia, minister to France, secretary of state, vice president, and president, he is remembered in history less for the offices he held than for what he stood for: his belief in the natural rights of man as he expressed them in the Declaration of Independence and his faith in the people's ability to govern themselves. He left an impact on his times equaled by few others in American history. Introduced to the ideas of the Enlightenment as a student at the College of William and Mary, Jefferson displayed throughout his life an optimistic faith in the power of reason to regulate human affairs. As a young member of the Virginia House of Burgesses, Jefferson questioned British colonial policies and was an early advocate of American rights. His forceful pamphlet A Summary View of the Rights of British America (1774) gained him the reputation that placed him on the committee of the Continental Congress charged with drafting the Declaration of Independence. As its principal author, Jefferson gave eloquent expression to the principles of the natural rights of man, among which, he affirmed, was self-government.

, third president of the United States . Born in Goochland, Virginia, Jefferson studied at the College of William and Mary in Williamsburg before entering politics. He became a member of the Virginia House of Burgesses , where his advocacy of American rights earned him a place in the Second Continental Congress. There he wrote the Declaration of Independence in 1776. Jefferson resigned from Congress and returned to Virginia, where he promoted reforms; he wrote Virginia's statute establishing freedom of religion and became governor Jefferson succeeded Benjamin Franklin as minister to France and served as the first secretary of state under George Washington. Sharp differences between Jefferson and Secretary of the Treasury Alexander Hamilton resulted in the formation of the first political parties. The Federalists adopted Hamilton's philosophies; Jefferson helped bring together the Democratic-Republican party . His vice presidency under John Adams (a Federalist) strengthened the Democratic-Republicans, who secured his election as president in the

T homas Jefferson est un homme étonnant. Très connu pour ses activités politiques (il fut le rédacteur de la Déclaration d'Indépendance des Etats-Unis, secrétaire d'Etat de Georges Washington, 3ème Président des Etats-Unis), il fut aussi avocat, philosophe, naturaliste, bibliothécaire, agriculteur. Bref, le prototype de l'homme universel. T homas Jefferson est né le 13 avril 1743 en Virginie. Son père est un riche propriétaire terrien, et léguera à son fils des terres qui lui assureront des revenus suffisants pour vivre; sa mère est issue d'une des familles les plus prestigieuses de Virginie, ce qui le conduira à recevoir une éducation raffinée. Il commence sa vie professionnelle comme magistrat auprès du gouvernement local. Au même moment (1772), il épouse Marthe Wayles Skelton, et fait construire la maison familiale à Monticello, toujours en Virginie. Monticello restera son port d'attache toute sa vie, et Jefferson n'aura de cesse de moderniser sa maison. E n 1776, en tant que membre du Congrès, il est choisi pour rédiger la Déclaration d'Indépendance des Etats-Unis. Il s'oppose au pouvoir de l'occupant (la Grande-Bretagne), et en particulier à celui du roi. Dans un paragraphe plus philosophique, il énonce pour la première fois dans un texte de cet ordre des principes fondamentaux : les hommes naissent libres et égaux, le gouvernement est le serviteur, et non le maître, de ses administrés. Voulant appliquer ses idées politiques, Jefferson se fait élire gouverneur de Virginie. Cependant, ses deux années au pouvoir sont ressentis comme un échec : il est confronté à un manque de possibilités d'actions, et à une invasion britannique. Jefferson rebondit alors en France, où il devient ambassadeur des Etats-Unis (il succède à Benjamin Franklin), et négocie des traités commerciaux. Dos años después escribe la Declaración de Independencia George Washington en el poder. Para reforzar las relaciones exteriores, propone potenciar el intercambio comercial con los países europeos, a excepción de Gran Bretaña, debido a las cortapisas comerciales establecidas por esta nación respecto a Estados Unidos. Sin embargo, su propuesta no llegó a buen puerto. En 1797, tras presentarse como candidato por el Partido Republicano, es nombrado vicepresidente bajo el gobierno federal de John Adams . En esta época manifiesta, una vez más, su defensa de las libertades individuales cuando califica de anticonstitucionales las leyes de Extranjería y Sedición, promulgadas por los federales. Estos dos decretos limitaban las actuaciones de los extranjeros y juzgaba a quienes calumniaran contra el gobierno. Con la llegada del nuevo siglo es elegido presidente en las elecciones de 1800. Durante esta legislación una de sus actuaciones más trascendentes fue la adquisición de Luisiana, anteriormente en manos de los franceses. En 1804, Jefferson es reelegido presidente. Durante su segundo mandato, mantuvo conversaciones con Gran Bretaña para que no violaran la neutralidad de Estados Unidos en ultramar mientras se durasen las
