James Henry Hammond, On the Admission of Kansas, Under the Lecompton Constitution ("Cotton is King")
Speech Before the United States Senate, 4 March 1858
[Excerpts] As I am disposed to see this question settled as soon as possible, and am perfectly willing to have a final and conclusive settlement now, after what the Senator from New York [William Seward] has said, I think it not improper that I should attempt to bring the North and South face to face, and see what resources each of us might have in the contingency of separate organizations. If we never acquire another foot of territory for the South, look at her. Eight hundred and fifty thousand square miles. As large as Great Britain, France, Austria, Prussia and Spain. Is not that territory enough to make an empire that shall rule the world? With the finest soil, the most delightful climate, whose staple productions none of those great countries can grow, we have three thousand miles of continental sea-shore line so indented with bays and crowded with islands, that, when their shore lines are added, we have twelve thousand miles. Through the heart of our country runs the great Mississippi, the father of waters, into whose bosom are poured thirty-six thousand miles of tributary rivers; and beyond we have the desert prairie wastes to protect us in our rear. Can you hem in such a territory as that? You talk of putting up a wall of fire around eight hundred and fifty thousand square miles so situated! How absurd.

nd in Institutional Investor Magazine’s All American Research Team survey for the CLEC category in 1999 and 2000.  My testimony today will provide a “Wall Street” perspective on local competition and the implications of the proposed legislation.
LOCAL TELECOM COMPETITION
I believe that competition in the local telecommunications industry is in the public interest insofar as it (1) accelerates the deployment of advanced networks, technology, and services to businesses and consumers, (2) drives reduction in the prices of local telecommunications services, and (3) creates new jobs and employment opportunities for technologically sophisticated workers.  Competition in the telecommunications market has historically been viewed as a compelling opportunity by the investment community as a result of the substantial size, growth and profitability of the market coupled with regulatory and legislative initiatives to foster the growth and development of competition in the marketplace.  That perception has clearly changed to the negative as a result of a number of factors that include legislative and regulatory uncertainty.

James Henry Hammond was a senator and wealthy plantation owner from South Carolina. This excerpt is from a speech he made to the Senate on March 4, 1858, in which he lays out his famous "mudsill theory" and states, "In all societies that must be a class to do the menial duties, to perform the drudgery of life." This class, says Hammond, makes it possible for the higher class to move civilization forward.
In the antebellum period, pro-slavery forces moved from defending slavery as a necessary evil to expounding it as a positive good. Some insisted that African Americans were child-like people in need of protection, and that slavery provided a civilizing influence. Others argued that black people were biologically inferior to white people and were incapable of assimilating in free society. Still others claimed that slaves were necessary to maintain the progress of white society.

James Henry Lane
Mesmerizing on the podium and dauntless in the defense of his beliefs, James H. Lane was a principal leader of the anti-slavery forces that ultimately made Kansas free-soil. Lane was born in Lawrenceburg, Indiana, in 1814, and followed the footsteps of his father, an Indiana Congressman, by becoming a lawyer and a Jacksonian Democrat. Lane's service as the commander of two Indiana volunteer regiments in the Mexican-American War helped him to launch his own political career. He served as Indiana's Lieutenant Governor from 1849 to 1853 and then as a Congressman from 1853 to 1855. Instead of running for a second term, however, Lane moved to the Kansas Territory, where he saw the nation's future in the balance. When Congress created the Kansas Territory in , it broke with precedent and decided to let the territory's citizens determine for themselves whether or not to allow slavery within their borders. The hope was for a democratic resolution of this divisive question. The result was that Kansas quickly became a staging ground for the impending Civil War, as pro-slavery and abolitionist forces from across the nation converged there to battle for their beliefs. Although he arrived as a Democrat, Lane stood at the forefront of the free-soil faction in Kansas, and was a founder of the Free-State party. He put his military training to use by organizing free-state militia units throughout the territory and in defending

One of Carleton's first acts upon assuming command was to reissue Canby's order establishing martial law in New Mexico. He also devised a passport system to distinguish loyal citizens from Confederate spies. Although Carleton never attempted to set himself up as a military governor, he believed he had authority to carry through any policy he deemed essential to the peace and prosperity of the territory. Many of his actions antagonized the citizens. In addition to securing the territory against Confederate intrigue, Carleton took steps to subdue hostile Indian tribes. He sent Col.
