Tory leader Michael Howard promised lower taxes and higher public services, claiming a Tory election victory would block the tax rises that a third Labour term would bring. He made the pledge in a fighting speech in Dundee where he mocked Tony Blair as "Peter Pan" Prime Minister living in a "Never Never" land. Mr Howard also promised his audience at the Scottish Tory Party annual conference that the Tories had learned the lessons of the Thatcher era. "We are succeeding because we've learnt a bit of humility," he said. "We've learnt that you don't win the hearts and minds of the people of Scotland by preaching to them from London. "And we've learnt that people in Scotland won't trust us unless we trust them. Now we want the chance to put what we've learnt to the service of this great nation." His speech also committed a future Tory government to a "constructive relationship" with the devolved administration in Edinburgh.

Tell me about your background. Where were you born and brought up? Do you come from a literary family? Both my grandfathers were coal miners. My mother's parents were very religious and I suspect that influenced her to train as a teacher. My father was a postman and a butcher's boy before World War II, and then joined the RAF Regiment. (The RAF Regiment operated searchlights and AA artillery at airfields. The Army had previously done those jobs, but there were conflicts of interest and loyalty.) When he was demobbed at the end of the war, he joined the teacher training scheme, specialising in Science (he'd always been interested) and English (he knew how to read). In fact, he read voraciously. It's probably not surprising, given their backgrounds, that my parents pushed me quite hard. But the answer to your question, is probably "Not in the sense that most people would understand it." When did you start writing poetry? I was interested in poetry from quite an early age. I remember a book of poems I had when I was about six. In London, James Reeves' "Prefabulous Animiles" was a big hit with my sister and me. (My father got housemaid's knee from giving us Hippocrump Rides.) I had a bit of an adolescent reaction against it, but then an inspirational English teacher (Oliver Goldfinch) read us Shelley's "Ozymandias" and that got me hooked again. But I don't think I started

The pork barrel budget cynically panders to our naked greed, not our higher sensibilities, writes Peter Hartcher. The federal budget this week contained vast reams of important numbers, but not the one that the Prime Minister, John Howard, is scrutinising most intently. The Coalition has been behind in the opinion polls since Mark Latham assumed the Labor leadership. And the polling for Latham has captured most attention because it hit such stratospheric heights in March, when he became the most popular Opposition leader since Bob Hawke. But since then Latham's numbers have tapered off, and so have his party's. So by the time the Government was ready to bring down its budget, Labor's lead had moderated. And on the measure that gives the best guide to electoral prospects - the primary vote - Labor's lead had completely evaporated. The Herald's AC Nielsen poll and The Australian's Newspoll, both taken at the end of April, reported identical levels of support in the primary vote for both parties.

Mark Latham has echoed Clinton, but the Prime Minister has borrowed an entire foreign policy, writes Peter Hartcher. What fun to hear the Howard Government skewering Mark Latham for allegedly plagiarising a speech by a former US president. The Labor leader stands accused of lifting some lines on education policy from a 1997 Bill Clinton speech. It's fun because Latham prides himself on being a man of fresh ideas, and here he is apparently copying parts of his policy from a seven-year-old speech. It's fun because Latham has lashed the Government for being "a conga-line of suckholes" in its sycophancy to the US, yet here he is echoing a US president. And it's fun because the Clintonesque lines were included in Latham's Tuesday speech titled : "A big country: Australia's national identity." Yes, the irony is delicious, and it seems to offer confirmation of Peter Costello's accusation that Latham would like to run "government by Google".

Cellist Peter Howard recalls 29 years with St. Paul Chamber Orchestra
Michael Anthony, Star Tribune March 21, 2004 The St. Paul Chamber Orchestra will shine a spotlight on one of its most prominent players this weekend, principal cello Peter Howard, who will appear as the soloist in the premiere of Paul Schoenfield's Cello Concerto. The event also heralds a farewell. After 29 years, Howard will retire from the orchestra at the end of the season. "I feel like I'm about 30," said Howard, 71. He has taught during most of his professional life and plans to take even more students once he leaves the orchestra. This summer, Howard and his wife, Mary, a public-school teacher who is also a cellist, will return to Brunswick, Maine, where they have a cottage by the sea and where he teaches students from all over the world as part of the Bowdoin International Festival of Music. In 2001, he was honored as master teacher of the year by the Minnesota chapter of the American String Teachers Association. Born in Hartford, Conn., Howard was a member of the National Symphony Orchestra in Washington, D.C., then spent a year with the Cleveland Orchestra during what are considered its glory years under conductor George Szell.

email: peter.howard@usask.ca We study transport (especially protein transport) across the outer membrane of Gram-negative bacteria. The complex, two-membrane envelope of these bacteria represents a protective shell surrounding the cytoplasm, but at the same time is a formidable barrier to the movement of secretory proteins out of the cell. This barrier must be surmounted, however, for the secretion of both protein toxins and degradative enzymes that provide nutrients for the bacteria. Of special interest is toxin secretion, as it is this feature which differentiates pathogens from the innocuous bacteria which infect us constantly without harming us. We study the type II secretion pathway, in which the extracellular proteins are translocated across the two membranes in separate steps. We are also interested in the processes involved in inward nutrient transport across the outer membrane, in part because of conceptual as well as mechanistic similarities with toxin secretion. Our studies can also lead to new insights concerning more fundamental aspects of the Gram negative envelope, such as the role of the outer membrane phospholipase of
